Job description

Duties Description Responsible for managing and directing the activities in the Division of Water's Bureaus of Water Assessment and Management, Flood Protection and Dam Safety, the Division's fiscal management team and coordination with regional water offices, and management of personnel and human resource activities. Duties include the following: Working with the Division Director and Assistant Director provide leadership and executive direction to the Division of Water. This includes direction, program management, guidance, organization and coordination associated with the management of assigned bureaus.

Provide leadership and supervision for Bureau Directors, Regional Water Engineers/Managers and other administrative staff. Manage the development and implementation of the division work plan, budget and action agenda to meet the goals of the division and the department. In consultation with the management team, manage the development and implementation of the EPA performance partnership grant and ensure federal grant commitments are met.

Manage fiscal and staff resources allocated to the division. Guide the legislative and regulatory agenda and activities for the division. Advocate for division programs, needs and initiatives to the Executive.

Manage personnel, civil service issues and succession planning. Assist the Division Director in maintaining communication with program staff, partners and stakeholders within and outside the department with emphasis on the division's relationship with EPA and FEMA. Interact with the regional offices and act as their voice in central office so the regional perspective is heard.

Effectively and efficiently manage unplanned tasks and priorities, special projects, multi-divisional work groups, committees, etc. Periodically conduct strategic planning to evaluate the divisions programs, to identify gaps, develop solutions and propose program revisions and enhancements to ensure efficient program delivery and achievement of environmental protection goals. Serve as liaison and state representative in coordinating with various federal and state agencies.

Represent the Department and the Division of Water on regional and interstate associations. Minimum Qualifications Transfer: Must have one year of permanent competitive service in a position allocated to an SG-31/M4 or above and be eligible for transfer pursuant to Section 52.6 of the Civil Service Law. OR Qualifications provided below for provisional appointment: Promotion: one year of service in a position allocated to either Grade 31 or M-4 or higher at the Department of Environmental Conservation

Open-Competitive: a bachelor's degree or higher and eight years of experience in the development or enforcement of environmental laws, regulations, policy, education, and planning for one or more of the following areas: air, land, water or environmental remediation; habitat management and restoration; species management and propagation; land use regulation, public space acquisition, public property management; mining; or mined land reclamation. Three years of this experience must include responsibility for the supervision of employees including administering employee evaluations and review of programs; preparing and implementing annual budgets and work plans; and managing allocated fiscal resources. Preferred qualifications: Strong public speaking and presentation skills and demonstrated ability to address controversial topics in a public setting.

Experience directing and supervising large teams of professionals, with various technical, engineering, and scientific backgrounds, working on water pollution control activities. Ability to effectively negotiate complex environmental issues and propose solutions that prioritize the protection of the environment. Experience navigating governmental budgeting processes, including securing and managing state and federal funding, aligning multi-year capital plans and advancing projects through appropriation and approval cycles.

Ability to effectively coordinate across agencies, legal teams and fiscal staff to resolve complex administrative and contractual challenges. Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel may be required.

Overnight travel may be required. Weekends and holidays may be required. Must be available to respond to after-hours emergencies.
