We are seeking an experienced Program Manager to lead and manage a Web Services program for the Defense Health Agency (DHA). This role will be responsible for overseeing complex IT projects, ensuring the successful delivery of web services that support the DoD healthcare mission. The Program Manager will collaborate with cross-functional teams, manage project budgets, and drive strategic initiatives, ensuring alignment with DoD policies and IT best practices. The ideal candidate will have strong leadership skills, experience in healthcare IT, and a deep understanding of project management methodologies, including Agile and ITIL frameworks. 

Responsibilities
  • Manage and oversee the DHA Web & Mobile Services program, ensuring all projects are delivered on time, within budget, and with high-quality standards. 
  • Lead and coordinate multiple project workstreams, including teams of project managers, business analysts, and technical stakeholders. 
  • Ensure the program aligns with the DoD's IT policies and operations, adhering to DoD healthcare IT standards and security protocols. 
  • Apply project management best practices to guide projects through the full Software Development Life Cycle (SDLC), from planning to execution and delivery. 
  • Communicate effectively with stakeholders at all levels, including DHA leadership, executives, project sponsors, and team members, providing clear updates on program objectives, progress, risks, and mitigation strategies. 
  • Develop and manage program budgets, including financial forecasts, ensuring projects are delivered within budget and resources are efficiently utilized. 
  • Lead change management initiatives within the program, managing the impact of organizational changes and ensuring stakeholder engagement and support throughout. 
  • Foster a collaborative, high-performance culture by motivating and mentoring team members and creating an environment of accountability and ownership. 
  • Identify and mitigate risks, troubleshoot project challenges, and implement solutions to ensure program success. 
  • Ensure the effective management of technical resources and infrastructure, delivering innovative web solutions that meet DHA's evolving healthcare needs. 
Qualifications
  • Bachelor's degree in Information Technology, Computer Science, or a related field (Master's degree preferred). 
  • Minimum of 10 years of experience as a Program Manager, with demonstrated success managing web services or IT programs in a DoD or healthcare IT environment. 
  • Active DoD Secret clearance at minimum - required. 
  • Experience within the DHA theater - highly preferred. 
  • Project Management Professional (PMP) certification - required. 
  • Certified Scrum Master (CSM) or Certified Scrum Product Owner (CSPO) certification - required. 
  • ITILv4 certification - required. 
  • Deep understanding of project management methodologies and best practices, with the ability to manage complex programs with multiple workstreams. 
  • Proven experience managing budgets and financial resources, developing financial models, and delivering programs within budget. 
  • Strong change management skills, with experience managing organizational change and engaging stakeholders throughout the process. 
  • Excellent leadership and communication skills, with the ability to articulate complex ideas clearly to diverse audiences, including executives and technical teams. 
  • Familiarity with DoD Healthcare IT systems and standards preferred.
