Who You Are

The Environmental Program Manager is a high-level leader responsible for working cross-functionally to steward the strategic direction, implementation, and health of Sila's company-wide Environmental programs. The Environmental Program Manager will be a key member of the Sila team, responsible for developing, implementing, and managing environmental programs and interfacing with regulatory agencies to ensure compliance with all relevant regulations and foster a strong environmental stewardship culture at our Moses Lake, WA and Alameda, CA sites.

As a master cross-functional orchestrator and executive, and external communicator, you will lead through influence, partnering with EHS&S site managers, R&D, engineering, and operations to embed a rigorous culture of environmental stewardship into our commercial execution.

Responsibilities and Duties  
  • Interface with plant personnel to ensure the necessary programs, systems and data collection are in place to support regulatory requirements.
  • Provide environmental requirements into project plans to ensure projects comply as well as be an active project member to audit progress, sign off on final design and perform field verification.
  • Manage air permitting activities with assistance by consultants, including negotiations, communications, applications, modifications, compliance and audits for the Department of Ecology (Washington) and Bay Area Air District (California).
  • Manage industrial wastewater testing and permit compliance for Department of Ecology (Washington) and East Bay Municipal Utility District (California).
  • Manage stormwater compliance for the Department of Ecology (Washington) and State Water Resources Control Board (California).
  • Manage hazardous waste programs, including vendor support, waste characterization, storage, disposal, auditing, and record-keeping.
  • Reporting: prepare annual CERS submission, prepare waste reports, collect air permit required data and information for annual submission to BAAQMD & Department of Ecology.
  • Ensure compliance for existing and new operations with all applicable local, state, and federal environmental regulations.
  • Conduct environmental audits and inspections to identify potential risks and implement corrective actions.
  • Set a strategy for source testing that is aligned with Sila leadership. Manage environmental source testing and submit reports to agencies within regulatory requirements.
  • Develop and deliver environmental training for employees.
  • Assist with environmental incident reporting and investigation, contributing to root cause analysis and preventative measures.
  • Communicate environmental performance metrics and regulatory updates effectively with site management.
  • Collaborate with EHS&S staff to develop and implement environmental programs and initiatives, and where time, lead and/or contribute to other HS&S programs.
  • Stay current on environmental regulations and requirements.

Knowledge and Skill Requirements 

  • Industry Experience: 10+ years of professional experience building and scaling corporate EHS&S programs within heavy tech, chemicals, automotive, or advanced manufacturing industries.
  • Scale-Up Expertise: Minimum 5 years leading large-scale environmental  programs, with demonstrated experience supporting technology transfer from R&D into high-volume commercial manufacturing environments.
  • Education: Bachelor's degree or higher in EHS, Environmental Science, Chemical Engineering, or a related engineering/technical discipline. Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) preferred.

Physical Demands and Working Conditions

  • Work onsite in either Alameda or Moses Lake and travel frequently to the other location (~ 25%).
  • Wear personal protective equipment including, but not limited to, a respirator, a lab coat, gloves, safety glasses, head protection, flame resistant clothing, and safety shoes.
  • Move long distances (such as from building to building) and be stationary for extended periods of time.
  • Operate a computer and other office equipment, such as a laptop, copier/printer, etc in a fixed location.

The starting base pay for this role is between $159,000 and $201,000 at the time of posting. The actual base pay depends on many factors, such as education, experience, and skills. Base pay is only one part of Sila's competitive Total Rewards package that can include benefits, perks, and equity.  The base pay range is subject to change and may be modified in the future.
