Job description

Overview KFS, LLC is seeking a National Environmental Policy Act (NEPA) Cultural Resources Manager who will support environmental compliance, cultural resources management, and planning efforts. The NEPA Cultural Resources Manager will manage staff- and project-level cultural resources specialists supporting the development of Environmental Assessments, Environmental Impact Statements, cultural resources studies, and associated consultation documents. This person will serve as a Project Manager for an environmental program supporting numerous Department of Defense services with environmental compliance, NEPA, historic preservation, and cultural resources projects. Job duties include, but are not limited to: * Provide cultural resources and environmental reviews, project scope and alternative development, field investigation, planning, cost estimating, problem and conflict resolution, and scheduling. * Conduct cultural resources and environmental troubleshooting and consultations, providing technical and project advice and guidance to clients. * Conduct comprehensive technical reviews of professional studies, reports, surveys, evaluations, and analyses. * Collaborate with managers, archaeologists, architectural historians, historians, other environmental specialists, engineers and architects, legal staff, contract specialists, contractor personnel, and agency representatives to provide advice and insight regarding the resolution of unique and/or complex cultural resources and environmental compliance issues. * Provide technical reviews and review comments for cultural resources studies, environmental studies, reports, and consultation documents. * Prepare cultural resources and environmental scopes of work and respond to requests for proposals for environmental and cultural resources projects. * Provide expert in-house assessments of project impacts to historic properties and cultural resources, best management practices, typical and creative avoidance and mitigation measures, and the required studies, consultations, costs, and timelines necessary for final project implementation. * Support compliance with Section 106 of the National Historic Preservation Act, NEPA, the Archaeological Resources Protection Act, the Native American Graves Protection and Repatriation Act, and other applicable federal, state, and local cultural resources requirements. * Prepare NEPA documents, cultural resources reports, and correspondence with regulatory agencies, State Historic Preservation Officers, Tribal Historic Preservation Officers, federally recognized Tribes, and other consulting parties. * Coordinate archaeological surveys, historic architectural surveys, cultural resources inventories, eligibility evaluations, effects assessments, mitigation efforts, and documentation. * Regular verbal and written updates regarding project status will be a routine aspect of coordinating all assigned tasks. * Travel, including potential overnight travel, will be required for minimum of 25% per year. Requirements Requirements - Knowledge, Skills, and Abilities * 5 to 10 years of specialized experience that includes preparing NEPA documents for DoD and other federal agencies * Bachelor's degree (or higher) in biological sciences, cultural resources, natural resource management, or other scientific discipline. * Experience preparing Purchase Requests, Scopes of Work and Estimates for contracting environmental services such as Biological Assessments and Cultural Resource Surveys * Experience in supporting consultation with federal, state, and local regulatory agencies * Strong project management and client coordination skills. * Excellent technical writing and document review capabilities. * Ability to manage multiple priorities and deadlines. * Strong attention to detail and problem-solving abilities. * Ability to obtain and hold a secret security clearance. * US Citizenship required Location/Work Schedule: Primary location is remote. This position is hybrid, with a standard full-time work schedule. Periodic travel may be required to support business needs, leadership meetings and government engagements.Physical Requirements:Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
