Position Description: The Compliance Manager at Spring Creek Towers is a key team member responsible for overseeing and ensuring that all property operations, tenant files, and leasing activities strictly align with HUD, Project-Based Section 8, and local regulatory guidelines (HPD, NYCHA, DHCR). This role manages all aspects of regulatory integrity, including complex compliance issues, agency audits, and resident certification support. This analytical, detail-oriented professional works closely with the accounting department to reconcile rent calculations, subsidy payments, and lease charges. The Compliance Manager is responsible for ensuring all affordable housing units in the portfolio adhere to regulatory guidelines, focusing heavily on NYC-based programs and HUD regulations. The manager will handle the entire tenant file lifecycle, maintain compliance through reporting and auditing, and oversee specialized rent-freeze programs (SCRIE/DRIE). Essential Functions: โข Programs Oversight (Third-Party, SCRIE, DRIE): Oversee SCRIE (Senior Citizen Rent Increase Exemption) and DRIE (Disability Rent Increase Exemption) programs, ensuring timely renewals and proper application of rent freezes. Support residents with paperwork and interact with third-party agencies to resolve benefit issues.
โข Recertification & Leasing: Manage the full cycle of annual and interim recertifications, including income/asset calculation, third-party verifications, and tenant file approvals for move-ins.
โข Regulatory Submissions: Submit annual rent increase requests to HPD, NYCHA, DHCR, and DHCR-E ensuring all rent increases align with regulatory agreements
โข Analytical Reporting: Monitor compliance trackers, EIV (Enterprise Income Verification) reports, and SCRIE/DRIE programs to ensure accuracy.
โข Rent & Lease Management: Update tenant rents, create interims, and assist the Accounting Department with lease adjustments on tenant ledgers.
โข HUD Compliance: Maintain knowledge of MORโs (Management and Occupancy Reviews) and the HUD handbook; manage EIV reports for annual recertifications.
โข Special Claims: Partner with Property Management and Finance departments to process and resolve special claims efficiently
โข Financial Reconciliation: Work closely with the accounting department to reconcile rent calculations, subsidy payments, and lease charges, specifically reviewing and correcting discrepancies.
โข Resident Support: Meet with residents to address compliance-related issues, such as income changes, lease charges, and recertification requests.
โข Administrative Duties: Provide organizational support to compliance staff and leadership team. Perform other related duties as assigned (i.e., reporting, auditing, administrative tasks, etc.)
