Job description

Pay Schedule I, Grade 21, Regular Schedule: 40 hours per week A vacancy exists in the Department of Public Works and Transportation, Bureau of Utilities, Division of Engineering and Regulation. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Examples of Duties Under close supervision, assists professional staff in performance of routine, environmental planning, resource management, and/or pollution control work. Examples of Essential Duties Conducts field investigations of industrial wastewater discharge sites and dumpsites. Sets up, operates, and monitors sampling equipment.

Assists pollution control analysts and others in the laboratory analysis of wastewater samples. Collects samples of industrial wastewater using established safety and technical procedures, maintaining the physical and quantitative integrity of each sample. Maintains field notes and data on all samples collected and notifies higher-level personnel of unusual sample results.

Keeps required technical records and assists with data analysis and report preparation. Performs routine servicing of field equipment. Conducts field investigations of sanitary sewage flows within the public conveyance system.

Installs, maintains, repairs, and calibrates electronic flow measuring devices. Provides information to haulers and the general public regarding the septic waste hauler program regulations, application process and locations. Accepts applications for permits.

Checks monthly septic waste hauler reports. Compares security video of dumpsites to reports from the haulers. Computes the cost of discharge and other fees based on established guidelines.

Prepares monthly invoices, correspondence and reports. Issues citations or penalty assessments as appropriate. Inspects grease interceptors for routine compliance inspections.

Inputs and tracks data in compliance monitoring files and software. Provides information regarding the Fats, Oils and Grease Program. Participates in safety training.

Examples of Other Duties: May testify in court regarding septic waste haulers and industrial waste dischargers. Answers routine inquiries regarding environmental laws and regulations. Performs other related duties as required.

Qualifications Possession of a high school diploma or an appropriate equivalent, PLUS Two years' experience in environmental protection, wastewater treatment, and/or pollution control work

(Additional education in a natural, environmental, and/or biological science may be substituted on a year-for-year basis for the required experience.) Knowledge, Skills, and Abilities (Entry Level): General knowledge of safety hazards associated with laboratories and environmental sampling procedures. General knowledge of sampling techniques; preservation and transportation protocol for sample types, matrices and parameters. Basic knowledge of environmental sciences, chemistry, mathematics, and statistics

Basic skill in using computer applications such as databases, word processors, and spreadsheets. Ability to establish effective working relationships with other agencies, industrial users, and the public. Ability to communicate effectively both verbally and in written form.

Knowledge, Skills, and Abilities (Full Performance): Knowledge of County and departmental rules, regulations, policies and procedures. Basic knowledge of natural resource and environmental concepts. Basic knowledge of Federal, State, and County environmental laws, regulations and policies.

Skill in setting up and operating sampling and testing equipment. Skill in conducting field investigations. Skill in assisting in the laboratory analysis of samples.

Skill in environmental sample collection and analysis. Skill in operating and troubleshooting of sampling or laboratory equipment. Skill in using computer applications such as databases, word processors, and spreadsheets.

Skill in reading and interpreting maps, diagrams, plans, and blueprints. Licenses and Certificates: Possession of a valid noncommercial class C Maryland Driver's license or an equivalent is required at the time of appointment. Must obtain a Drinking Water Sampler Certification from the Maryland Rural Water Association (MRWA) within one year from date of hire.

Proof of Licenses, Certifications and Education Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes. Conditions of Employment Physical and Environmental Conditions The work of this position requires some heavy physical labor such as walking, bending, stooping and carrying of heavy objects, working in confined space, and the operation of equipment.

Field investigations require travel to various sites and may involve exposure to inclement weather.
