Job description

Job Announcement

This position provides project management in planning and directing the construction of large scale and/or multiple concurrent complex capital renewal and specialty projects. Projects typically include one or more of the following fields: HVAC, electrical, generator, conveying systems, building envelope systems, life safety systems, interior renovations/modifications, site, and structural elements, etc. Specifically, provides senior project management leadership and is responsible for the overall development and management of large scale and/or multiple concurrent complex capital and non-capital projects for and in occupied spaces OR development and management of cross-functional capital renewal projects for and in occupied spaces that require working with all department and/or county levels and groups specific to the project implementation to address identified business needs. Works under the guidance and general direction of a Project Coordinator for Construction and/or Division Director of Design, Engineering and Construction.
Other duties includes:

  • Responsible and authorized to lead projects and resolve construction issues as primary representative of Fairfax County.
  • Establish project objectives and performance standards.
  • Ensures the timely completions of projects assigned, consistent with quality standards of the Facilities Management Department, building codes, and industry standards, as well as, ensuring projects are financially and operationally viable and completed in a cost-efficient manner.

The assigned program area for this position is critical commercial buildings such as Government Centers, Judicial Complex, Public Safety buildings, etc.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; lus, five years of experience in the management of large and complex construction or maintenance projects related to the assigned program area to include two years managing multi-disciplinary teams with multiple contractors.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:

  • Five or more years' demonstrated history as the Lead Project Manager or Superintendent directly responsible and accountable for the design, construction, management, and administration for the replacement of full commercial building systems in occupied buildings greater than 100,000 gross sq. ft. per building to include low rise and high rise (5 stories of more) buildings. Projects must include building envelope, life safety systems, conveying systems, interior renovations, civil, and structural elements.
  • Experience as lead reviewer for constructability review of design for complex and varied commercial building systems replacement to include HVAC, plumbing, electrical, life safety systems, conveyance systems, building envelope and roof systems.
  • Five or more years of demonstrated history in the full performance responsibility for a portfolio of complex critical commercial building systems construction management and replacement projects in occupied commercial facilities including but not limited to: project manager/engineer/superintendent lead authoring scope of work, financial oversight, submittal approval, RFI responses, safety performance, oversight of construction quality metrics and quality performance, contractor selection and oversight, oversight of project documentation and project schedule, and risk mitigation.
  • Experience in contract development and management for portfolio of commercial building construction projects to include HVAC, plumbing, electrical, life safety systems, conveyance systems, building envelope and roof systems.
  • Recent experience managing construction budget projects over $500,000.

PHYSICAL REQUIREMENTS:
Ability to access tight spaces, crawl, and reach. Must be able to access facility equipment and equipment rooms. Must be able to bend, stoop, crouch, crawl, balance, and work in tiring and uncomfortable positions. Must be able to climb up 12 ft step ladders and extension ladders, fixed wall and roof mount ladders, and cage ladders up to 35 ft as well as climb stairs and scaffolding 5 stories. Must be able to effectively work for extended periods to perform indoor or outdoor work during varying, extreme, and other adverse weather and temperature conditions. Must be able to lift and push 25lbs.
Must be able to wear and physically complete necessary tasks while wearing OSHA approved and required Personal Protective Equipment to include but not limited to safety shoes, safety gloves, hardhat, safety clothing, respirator. Must communicate with others verbally and in writing. Must drive motor vehicle. Specific vision abilities include close vision, distance vision, color vision and depth perception. All duties performed with or without reasonable accommodations.
