GIS Analyst I: $6,114 - $8,194 per month
GIS Analyst II: $6,918 - $9,271 per month

We have an opening for the position of GIS Analyst I/II within Information Systems/Geographic Information Systems. Under direction (Geographic Information Systems Analyst I) or general direction (Geographic Information Systems Analyst II), performs a variety of complex systems analysis in the design, implementation, maintenance, and updates of geographic information systems applications and supporting software applications, online web applications, sites, and tools; troubleshoots, analyzes and resolves systems and applications software problems; supports citywide efforts to maintain and present City data using GIS platforms for data driven decision making; create daily efficiencies; provides technical support and assistance to City information users; and presents to the public for transparency.
DISTINGUISHING CHARACTERISTICS
Geographic Information Systems Analyst I: This is the entry level class in the Geographic Information Systems Analyst series. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Geographic Information Systems Analyst II level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Incumbents at this level are expected to learn the full range of responsibilities and perform duties with an increasing level of independence. Advancement to the "II" level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.
Geographic Information Systems Analyst II: This is the full journey level class in the Geographic Information Systems Analyst series. Positions at this level are distinguished from the Geographic Information Systems Analyst I level by the performance of the full range of duties as assigned, working independently, applying well developed knowledge, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results. Positions in this class series are flexibly staffed and positions at the Geographic Information Systems Analyst II level are normally filled by advancement from the Geographic Information Systems Analyst I level.
Key Responsibilities
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties form those set forth below to address business needs and changing business practices.
Performs a variety of complex systems analysis in the design, implementation, maintenance, and upgrades of geographic information system applications and supporting software applications; programs new web applications or enhances existing web applications.
Performs system maintenance activities of geographic information systems applications and spatial databases; monitors system performance and disk space; maintains geographic information system security.
Plans, develops and analyzes additions, changes and enhancements to system software; determines impact to existing systems.
Conducts application performance analysis and tuning; tests, and debugs applications;
Analyzes department workflows to determine needed modifications or new development needs; designs, develops, and implements systems.
Aids in the design and development of new systems; from client requirements, determines methods of integrating and interfacing between existing programs to meet user needs.
Collaborates with various stakeholders, including vendors, users, other agencies, and other staff on application and site requirements, requested designs, specifications, details and goals to effectively communicate the business information to the staff and the public.
Assists with conducting requirement analysis and preparing cost benefit reports of potential GIS applications.
Plans, develops and analyzes additions, changes and enhancements to system software; determines impact to existing systems.
Participates in testing, prototyping, documenting and training of GIS applications and software.
Troubleshoot various application issues for users, to include correction of bugs with tools, server management issues, process issues, and questions regarding new workflows.
Creates, maintains and enhances geographic information system data sets, according to evolving needs and resources including: creation, digitizing, editing, QAQC, calculation and editing of attributes and merging of data from different sources.
Performs research and analysis of geographic and tabular data using GIS and other software in support of the city's work efforts, presenting the results to the respective departments.
Creates final map applications using a variety of GIS software for various departments for City Council meetings and/or reports; produces specialized map applications for various City departments as necessary.
Writes well-documented Python scripts to perform GIS analysis and automate GIS processes.
Creation and update of system specifications, procedures and documentation.
Conducts internal and public demonstrations of GIS applications and technology.
Develops internal and external web-based GIS applications within the ESRI framework, utilizing ArcGIS Portal, ArcGIS Online, web map services and other ArcGIS technologies.
Provides various web applications development support in response to staff needs, including set-up and configuration, and trouble-shooting user problems; maintains existing web applications by modifying programs or implementing new applications; tests modified applications for possible errors and resolves as needed.
Develops, documents, and maintains the City's GIS database systems.
Develops relational database and spatial data web interfaces and web reports per staff requirements; provides quality assurance services and support for spatial database applications.
Creates and manages GIS map services and integrations into City applications, such as the public safety, recreation, asset management and permit, land, and licensing systems.
Implements field data collection processes using mobile apps.
Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of geographic information systems.

Minimum Requirements
Geographic Information Systems Analyst I/II
Education/Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in geography, planning, civil engineering, utilities, natural resources, computer science, or closely related field with emphasis in geographic information systems. A Master's degree is desirable.
Geographic Information Systems Analyst I
Experience:
Three years (full-time equivalent) of geographic information system project experience developing GIS applications utilizing the ESRI suite of software products, including experience with ArcGIS Enterprise and ArcGIS Online. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
Geographic Information Systems Analyst II
Experience:
Five years (full-time equivalent) of geographic information system project experience with three years of experience developing GIS applications utilizing the ESRI suite of software products, including experience with ArcGIS Enterprise and ArcGIS Online. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
License or Certificate:
Possession of a valid California Class C Driver's License or ability to arrange transportation for field work when necessary.
