SUPERVISORY WORK: Supervises
HOURS: M-Th 40-hour work week, with ability to work an after-hours schedule as required.
Salary: 63,585.60 per year
SUMMARY
Under the general supervision of the Assistant Director and as part of the leadership of Amarillo Public Health, this position performs public health management activities for the Amarillo Public Health Women's Clinic.
ESSENTIAL RESPONSIBILITIES
- Manages program staff and assures grant & program deliverables are met for the Women's Clinic and Family Planning programs.
- Manages program budgets and ensures compliance with all funding requirements.
- Maintains patient confidentiality across all clinical and program areas.
- Assures program data entry of reports into local, State, and National databases is completed timely and accurately.
- Provides data for quarterly and annual statistical reports and assists with the Community Health Assessment.
- Collaborates with community partners, as needed
- Reports data analysis to community partners in a timely manner
- Director of Nursing responsibilities may be required.
- Applies for and implements additional grants.
- Participates in and reports on the Vibrant Mom's Project for the clinic.
- Provides oversight of Women's Health Clinic operations, ensuring compliance with state and federal guidelines, including Family Planning program requirements.
- Ensures high-quality clinical services, including reproductive health screenings, contraception counseling, pregnancy testing, and preventive care.
- Oversees patient flow, clinical quality assurance, and adherence to evidence-based practice standards.
- Supports nursing and clinical staff in delivering culturally competent, patient-centered care.
- Ensures accurate documentation and reporting for Women's Health and Family Planning encounters.
- Monitors clinic performance measures and implements improvements as needed.
- Coordinates community outreach and education related to women's health and family planning services.
- Evaluates staff performance and completes performance appraisals for each staff member.
- Ensures and maintains adequate staffing to perform required activities.
- Accounts for and manages City property assigned to the department and participates in inventory.
- Participate in Public Health Emergency Preparedness and Response activities when needed, which may require working after hours.
MINIMUM REQUIREMENTS
Requires a bachelor's degree and a minimum of two years' experience in a leadership role or medical field. Valid Texas Driver's License and reliable transportation with proof of current insurance are required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of area of specialty, anatomy and physiology, medications and disease processes and ability to apply those concepts to patients.
- Knowledge of the Public Health ten essential functions.
- Knowledge of the HIPAA Privacy Act.
- Knowledge of the design and presentation of training programs.
- Willing to train in phlebotomy.
- Strong verbal and written communication skills.
- Skills to use a computer with Microsoft Office for data entry, word processing and accounting purposes.
- Skills to operate small office equipment, including a multi-function copy machine, fax machine and multi-line telephone systems.
- Ability to communicate effectively and respectfully about sexual health with diverse populations.
- Ability to work with a culturally diverse population.
- Ability to handle confidential information in an appropriate manner.
- Ability to travel out of town for training and seminars.
- Ability to work on an after-hours schedule as required.
- Ability to drive to off-site locations including patient homes and meetings within Potter and Randall counties.
- Ability to interpret labs for Public Health programs.
- Ability to quickly change focus and priorities to address competing priorities, as necessary.
- Ability to establish and maintain effective working relationships with employees, other agencies and the public.

High stress may be encountered during emergency response operations.
