POSITION INFORMATION The Placer County General Services Department is currently accepting applications for Capital Improvements Technician - I/II. Please review individual job postings for the minimum qualifications required at each level. To participate at the entry level, journey level, or both, you must complete and submit separate applications for each recruitment: Capital Improvements Technician - I #2026-11847-01 Capital Improvements Technician - II #2026-11848-01 This position supports County project managers and architects in delivering complex capital improvement projects across County facilities.

The role assists with maintaining organized project files and tracking design and construction documentation, including meeting notes, schedules, invoices, submittals, and RFIs. It also leads the procurement process for office and workstation furniture for space modifications, working independently with County departments to understand their needs and help guide decisions. The position coordinates directly with IT, electrical teams, and movers to ensure all work and relocations are properly sequenced and completed efficiently.

With support of County project managers and architects, develops scopes of work and oversees routine construction activities related to maintenance and minor space modifications. The position also supports early project analysis and approvals by assisting in the development of diagrams, presentations, technical drawings and other materials needed to advance projects. In addition, it maintains master floor plans and tracks space allocations for departments across the County, requiring strong AutoCAD skills.

The eligible list established as a result of this recruitment may be used to fill future vacancies as they arise in the General Services Department. DEFINITION To monitor, inspect, and coordinate capital improvement projects to ensure compliance with project plans and specifications; to assist in the preparation and review of planning, design, and construction documents and project specifications; to provide support services to County departments on space and other facility-related matters; and to perform a variety of sub-professional architectural support duties. DISTINGUISHING CHARACTERISTICS This is the full journey level class within the Capital Improvements Technician series. This class is distinguished from the entry level by the assignment of the full range of duties.

Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the entry level. SUPERVISION RECEIVED AND EXERCISED Receives general supervision and direction from a Senior Architect or higher-level supervisory or management staff and may receive technical and functional supervision from other professional staff.

EXAMPLES OF ESSENTIAL DUTIES Duties may include, but are not limited to, the following: Conduct studies of existing and proposed buildings and alterations; evaluate capital improvement project requests, space modification and reconfiguration requests, and other work order requests from County departments; assist in developing project scope, budget, cost estimates, materials lists, and schedules. Prepare project authorization-related documents and reports; assist in developing project specification and contract documents; and administer design consultant contracts. Assist with facilitating the bid process, including pre-bid conferences and walkthroughs; provide technical information in response to bidder inquiries; collect quotes for County-provided services, including IT Telecom set up and reconfiguration.

Assist in construction contract administration, including monitoring schedules, coordinating meetings and site walks, providing access to worksites and buildings as needed, paying applications, facilitating department communication, completing punch list activities, and performing project close-out. Assist with developing and tracking capital improvement project budgets; coordinate and monitor project progress, including consultation with architects, engineers, consultants, and other stakeholders. Coordinate the procurement of furniture, fixtures, and capital improvement materials; obtain samples and catalogues from manufacturers; ensure adherence to approved budget; manage delivery and installation process and inspect to confirm compliance with plans and specs; approve invoices for payment.

Conduct construction inspections and approve work or note needed corrections; prepare estimates for contractor progress payments; assist in the preparation of change orders. Coordinate assigned projects with appropriate department staff, other County departments, vendors, contractors, and other stakeholders as needed. Prepare or assist in the preparation of design and construction drawings and specifications for new construction, alterations, or existing buildings and facilities; prepare floorplans and/or perspective drawings to industry standards and scale to illustrate and evaluate proposed projects; update as-built drawings upon project completion.

Perform field verification of space and facility layout, features, square footage, and dimensions; take accurate measurements and inspect physical locations to determine accuracy of drawings; perform walkthroughs and provide access to worksites and buildings as needed. Plan check drawings and determine compliance with building codes, ergonomic and Americans with Disabilities Act (ADA) requirements and best practices, and other related rules, regulations, policies, and procedures. Prepare reports, correspondence, agreements, graphs, and tables; maintain accurate building-related and project-related documents and files; maintain accurate records of occupancy information and property details and ownership information.

Provide ongoing support to capital improvements staff; update project schedules; update and maintain asset charge code management; assist with facilities-related special projects and assignments as required. Build and maintain positive working relationships with coworkers, other County employees, and the public using principles of effective customer service. Perform related duties as assigned.

MINIMUM QUALIFICATIONS It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below. Experience and Training: Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Experience: Two (2) years of experience performing duties similar to a Capital Improvements Technician I with Placer County.

Training: Equivalent to an associate's degree from an accredited college with major course work in architecture, architectural design, engineering technology, construction management, project management related to engineering, architecture, or construction, or a related field. Required License or Certificate: May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

NOTE: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department. NOTE: Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: Principles and practices of construction, interior design, and modular workstation system design.

Architectural practices in the preparation of design and working drawings for construction. Drafting principles, including computer aided drafting and design technology. Mathematics, algebra, geometry, and trigonometry.

Computer software, including word processing, spreadsheet, database, and drafting and design programs. Business correspondence and report preparation. Modern office procedures, methods, and computer equipment.

County government policies, procedures, and services as they relate to facility and space needs. Applicable building codes and standards. Applicable ergonomic and Americans with Disabilities Act (ADA) requirements and best practices.

Principles and practices of contract administration and budget management. Pertinent federal, state, and local statutes, ordinances, and regulations. County procurement policies and procedures.

Ability to: On a continuous basis, know and understand all aspects of the job; read, analyze, understand, identify, recall, interpret, apply, and explain technical and numerical information, work papers, reports, special projects, rules, laws, and regulations; draft and interpret drawings and plans; observe and problem-solve operational and technical policies and procedures; work under time pressure and complete a high volume of tasks with frequent interruptions; manage multiple tasks and projects simultaneously and quickly switch between tasks; analyze situations quickly and objectively and determine proper course of action; focus on a single task for long periods of time; maintain awareness of safety at all times; observe safety rules and identify safety hazards. On a continuous basis, sit at a desk or in meetings for long periods of time; intermittently walk, stand, balance, reach, push, pull, bend, squat, crouch, climb, stoop, kneel, and twist to reach equipment surrounding desk and to perform field work; perform simple grasping and fine manipulation; speak, use telephone, write, and use a keyboard to communicate; see, hear, and distinguish between colors and shades of colors with sufficient acuity to perform essential job functions; lift moderate weight. Prepare neat and accurate architectural renderings, drawings, and specifications both manually and through use of computer aided design and drafting equipment.

Prepare accurate materials lists from architectural plans. Establish appropriate priorities and meet deadlines. Understand and interpret complex rules and procedures.

Use a computer, calculator, basic drafting tools, telephone, and other relevant computer programs and office equipment. Work with various cultural and ethnic groups in a tactful and effective manner. Obtain information through interview and interact fairly and courteously with the public.

Communicate clearly and concisely, both verbally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Coordinate and monitor construction projects.

Detect errors and discrepancies in plans and specifications. Explain and enforce codes, plans, specifications, and contracts. Analyze space requirements and evaluate facility needs.

SELECTION PROCEDURE Training & Experience Rating (100%) Based upon responses to the supplemental questionnaire, the applicant's education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list. CONDITION OF EMPLOYMENT Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S

citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a credit check, voice stress analysis, and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process
