Rate of Pay: $22.86 - $26.08
Status: Open Until Filled
Under general supervision, the purpose of the position is to provide technical support for multiple projects and to create and organize spatial and tabular data by way of geographic information systems. Employee in this classification function in a senior capacity, performing work both specialized and technical in nature, and are responsible for developing, updating and maintaining complex database information using current technologies. Work includes high-level GIS operations, serving as a drone pilot and database administration with communication and interpersonal skills to establish and maintain effective working relationships with City departments, outside agencies and organizations, and the general public.  Position is distinguished from that of the entry level position by the level of independence the employee functions in, as a result of the advanced laboring knowledge acquired through training and work experience.

Supports ongoing GIS data development, spatial analysis, and cartographic output for various City/BLW departments.
 
  • Provides client/technical support under the direction of the Systems manager and the supervision of the GIS Supervisor.  Applies knowledge of information system principles, spatial data processing function, spatial analysis of topological structured data, and computer programming languages and techniques to solve multi-discipline query and classification of spatial data.
 
  • Oversees the maintenance and updating of GIS database; monitors daily activities, automated tasks and database management tasks such as compressing, creation and maintenance of database schema, and loading new orthophotography; maintains directory structure and data organization for GIS data; monitors quality of data.
 
  • Participates in the City/BLW’s drone program as a drone pilot.  Position is required to obtain a Part 107 pilot license within 6 months of employment.
     
  • Develops complete GIS databases integrating graphic and database information to provide full GIS functionality. Serves as a team resource for analysis and program development with respect to GIS and related applications.
     
  • Provides spatial analysis services using ESRI ArcGIS products, generation of presentation quality maps and diagrams, and GIS technical support.
 
  • Organizes, creates, manipulates, enters and retrieves GIS cadastral data, e.g., records of plats, associated deeds, tax map changes for annexations, parcels splits, combines, and street updates.
 
  • Assists in maintaining and assigning addresses for properties within the city limits, including site plan and plat review for new developments and re-addressing properties as needed.
     
  • Creates web-based applications utilizing ArcGIS Enterprise and ArcGIS Online to serve GIS data both internally and externally.  Examples of these applications include the GIS Internal and External Atlas.
 
  • Participates in ongoing maintenance and development of the GIS database utilizing coordinate geometry (COGO), digitized plats, tabular data, and GIS tools; participates in quality control checks of the database to determine data accuracy levels; assists with routine maintenance of GIS hardware and peripheral equipment.
     
  • Attends meetings, seminars and training workshops to maintain current knowledge of trends and developments in the field; assists with routine maintenance of GIS hardware and peripheral equipment.
 
  • Occasionally available for evening or weekend, city sponsored events as part of the media content capture team.
     
  • Works with the GIS team to coordinate GIS technical functions; completes map requests based on schedules and availability to generate and assemble digital, paper, or web maps for specific purposes in response to internal and external customers.
 
  • Coordinates and oversees projects assisting departments with mapping requirements for projects, grants, citizen requests, council and public meetings; creates and computes dimensions according to the assigned functional area.
 
  • Maintains open communication for the dissemination of information with City Departments, Cobb County Tax Office, Cobb County GIS Office, other Cobb cities’ GIS departments, vendors, and the general public.
 
  • Performs related duties as directed.

  
Preferred Qualifications:
  • Bachelor’s Degree in Geography, Computer Information Systems or related field; supplemented by two (2-3) years skilled experience in receipt, manipulation and interpretation of spatial and tabular GIS data utilizing current technologies; or an equivalent combination of education, training and/or experience.
  • Must have working knowledge and skill using ESRI products, specifically ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise.
  • Knowledge of basic SQL Server databases and database maintenance.
  • Experience with web design/programming is highly desired.
  • Comprehends and understand the future direction of geographic
  • information systems.
  • Must have a valid Georgia driver's license and a satisfactory driving history, to include no DUI’s in the last three years.
