Job description

Description The County of San Mateo's Technology Services Department seeks a Radio Communication Specialist I/II (IS Communications Specialist I/II). The vacancy is a full-time position in the Radio Services Unit. The Radio Services Unit maintains wireless communications and low voltage systems for over 50 County and local government agencies with equipment located at approximately 100 remote sites.

These systems include microwave which supports County voice and data networks, two-way radio, alarms, paging systems, audio and video equipment. CLASS CHARACTERISTICS IS Communications Specialist I: This is the entry-level class in the IS Communications Specialist series. This class performs the more routine tasks and duties assigned to positions within the series including setting up and configuring telecommunications, radio communications, and network infrastructure and performing routine maintenance of systems and equipment.

Positions at this level are not expected to function with the same amount of knowledge or skill level as positions allocated to the II level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

IS Communications Specialist II: This is the journey-level class in the IS Communications Specialist series responsible for maintaining and troubleshooting various infrastructure systems, and equipment. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The work involves frequent contact with others and coordination of multiple concurrent activities.

This classification is distinguished from the IS Communications Specialist III by the complexity and size of the systems supported and the amount of discretion exercised over problems and resolutions, as well as the latter serves as a technical leader and subject matter expert in specific area(s). Positions within the IS Communications Specialist I and II classifications may be further distinguished by the area of specialty to which assigned. The ideal candidate for this position is someone who is technically savvy and has the desire and ability to learn and support new technologies.

The individual should have some background with installation and preventive maintenance of network, two-way radios, or other complex systems. Networking or engineering experiences are desirable. Required Competencies Communication Skills: Effective communication to collaborate with team members and interact with clients or end-users.

Problem Solving: Analytical and problem-solving skills to identify and resolve technical challenges. Adaptability: Ability to stay updated with evolving radio technologies and adapt to new equipment and software. Execute duties under pressure while maintaining professional composure.

Safety Compliance: Ability to adhere to safety protocols and regulations to ensure safe installation, maintenance, and operation of radio or similar electronic equipment. Documentation: Accurate record-keeping and documentation of equipment configurations, maintenance activities, and repairs or similar experience with other technologies. Use county provided task management systems to document progress on current activities.

Teamwork: Collaboration with colleagues and team members to accomplish tasks and projects effectively. Has the desire to learn about radio and microwave communications Time Management: Efficiently managing time and priorities to meet service and maintenance schedules. Preferred Competencies Networking: Understanding of networking principles that may involve integrating radio communication with data networks.

Technical Knowledge: Understanding of radio systems, equipment, and technology, including transmitters, receivers, antennas, and related components or willingness to learn same. Knowledge of programming and configuring networking/computer/ networking equipment and is willing to learn about radio and microwave. Proficiency in maintaining and servicing technical equipment to ensure reliability and performance.

Regulatory Compliance: Knowledge or willingness to learn relevant regulations, licenses, and standards governing radio operations. Continuous Learning: Commitment to ongoing professional development and staying updated on radio/networking industry trends and advancements. Examples Of Duties Prepare clear, concise, and accurate documentation & Standard Operating Procedures (SOP), instructions, correspondence, files & other written materials.

Installation, configuration, and maintenance of a radio system that is increasingly using Internet Protocol as its transport. Installation of radio equipment in vehicles Communicate effectively, orally and in writing, with both technical & non-technical personnel. Establish and maintain effective working relationships with those contacted in the course of work.

Under guidance the applicant would assist with the planning, installation, and maintenance of the following types of equipment: Digital microwave radios & Digital multiplexers and channel bank systems, Motorola-trunkings, Motorola-trunking system controllers & Digital/Analog Simulcast transmitters Digital and analog receiver voting comparators, AC and DC power conversion & distribution systems. Learn to analyze operational, programming and systems problems, evaluate alternatives and reach sound conclusions. Work as part of the team to provide and service emergency generator power to communications sites.

Provide updates, status, and completion information to staff and/or users via voicemail, email, or in-person communication. Performs related duties as assigned. Serves in an after-hours on-call rotation after qualification period.

Qualifications Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Education: Completion of coursework and/or training in information systems, computer science, or related field. Experience: IS Communications Specialist I: One (1) year of providing technical support in the installation, maintenance, and repair of systems specific to radio communications, telecommunications, or network.

IS Communications Specialist II: Two (2) years of increasingly responsible experience in providing technical support in the installation, maintenance, and repair of systems specific to radio communications, telecommunications, or network. If assigned to Radio Communications assignment (in addition to above): Possession of, or ability to obtain, General Radiotelephone Operator License issued by the Federal Communications Commission is desired. Knowledge of: Principles and practices used in the operations, maintenance, repair, and administration of assigned systems and equipment.

Techniques and methods of system implementation and monitoring. Troubleshooting and installation techniques. Principles and procedures of record keeping.

Customer service and telephone techniques. Modern office practices, methods, and computer equipment and applications related to the work. English usage, spelling, vocabulary, grammar, and punctuation.

Techniques for providing a high level of customer service by effectively dealing with vendors and County staff. Skill/Ability to: Perform basic technical support functions for assigned systems; troubleshoot problems and take appropriate action or escalate to appropriate staff as needed. Identify, troubleshoot, and resolve basic system problems and perform minor repairs.

Setup equipment and install and configure software. Deal tactfully with the customers and staff in providing information, answering questions, and providing customer service. Respond to and effectively prioritize a high volume of phone calls and other requests for service.

Learn and understand the organization, operation, and functions of the department as necessary to assume assigned responsibilities. Learn, interpret, and apply applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility. Organize, maintain, and update records systems.

Operate modern office equipment including computer equipment and specialized software applications programs. Use English effectively to communicate in person, over the telephone, and in writing. Use tact and prudence within general policy, procedural, and legal guidelines.

Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Additional Qualifications at the IS Communications Specialist II Level: Knowledge of: Advanced system infrastructure configuration methods and techniques. Techniques and methods of system evaluation, implementation, and documentation.

Troubleshooting, configuration, and installation techniques. The organization, operation, and functions of the department as necessary to assume assigned responsibilities and to determine appropriate point of escalation. Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.

Ability to: Perform a variety of technical support functions in the installation, configuration, maintenance, and repair of assigned systems; take appropriate action to resolve problems or escalate to appropriate staff as needed. Identify and repair equipment, hardware, and software problems. Train staff on system and equipment usage.

Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, rules, and regulations. Establish and maintain a variety of filing, record keeping, and tracking systems. Organize own work, set priorities, and meet critical time deadlines.

Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various County sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. Standing in and walking between work areas is frequently required.

Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift and carry materials and objects up to 50 pounds with the use of proper equipment and push and pull materials and objects up to 100 pounds with the use of proper equipment.

In addition to the above, when performing Radio Communications assignment: Must possess mobility to work in the field; strength, stamina, and mobility to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various County sites. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to operate above-mentioned tools and equipment.

Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Environmental Elements Employees work in an office environment with moderate levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff when providing telecommunications, communications, and network equipment and systems support.

In addition to the above, when performing Radio Communications assignment: Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions and mechanical and/or electrical hazards.
