We facilitate restorative justice practices that equip justice-involved residents and clients with the skills they need to become contributing members of society upon release, including treatment, education, and job training.
Long Creek Youth Development Center in South Portland, ME, is seeking qualified candidates for a Juvenile Facility Operations Supervisor. The successful candidate will provide administrative and protective services work of a supervisory nature and be responsible for the overall operations and supervision of direct care staff, ensuring adherence to applicable laws, institutional policies, and procedures. Work is performed under limited supervision and must model and exemplify the Mission and Values of the Maine Department of Corrections and the humane and restorative approaches of the Maine Model of Corrections.

MINIMUM QUALIFICATIONS:
(Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).
  • No criminal or extensive motor vehicle record
    - AND-
  • A five (5) year combination of education, training, and/or experience which provides knowledge of Maine's correctional programs and/or directly related treatment programs, at least one (1) year of which must have been at a supervisory level including such responsibilities as directing and evaluating staff performance as well as program planning and implementation.

LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS:
(These must be met by all employees prior to attaining permanent status in this class).
  • Basic Corrections Certification

RESPONSIBILITIES INCLUDE:
  • Assigns, directs, and schedules subordinate staff on a daily/weekly basis to ensure proper and adequate staffing and effective operation of all units.
  • Directs, assigns, supervises, and evaluates subordinate staff to ensure proper care, custody, and treatment of residents and attainment of facility goals and objectives.
  • Delegates, monitors, supervises, authorizes, and assists staff in the application of crisis intervention techniques to address the behavior of and control residents who present an immediate threat to themselves, others, and/or the security of the facility.
  • Collaborates with Psychologists, Social Workers, Teachers, Medical Staff, and other treatment program professionals to ensure appropriate intervention and services for residents.
  • Oversees and operates the facility in the absence of administrators.
  • Reviews and verifies court documents to ensure authenticity and legality of accepting a juvenile into the facility's population.
  • Delegates and supervises searches for contraband to ensure the lawful seizure, labeling, cataloging, secure storage, and preservation of contraband, and to prevent residents from introducing or possessing contraband.
  • Coordinates the responsibilities of and instructs staff on the expectations and responsibilities associated with juvenile care, custody, and treatment.
  • Receives, initiates, and coordinates communications with law enforcement agencies and others to provide requested information, request assistance, and ensure effective and efficient resident care, custody, control, treatment, and rehabilitation.
  • Informs administrators and program managers of incidents and unusual events in order to provide information and documentation necessary to the effective management of the unit and facility.
  • Reviews, develops, and recommends new and revised institutional policies, procedures, rules, and regulations to ensure attainment of established goals and objectives.
  • Participates in interviewing, ranking, and grading employment applicants.
  • Receives and approves or denies requests from residents for work assignments, voluntary seclusion, off-ground activities, etc. to assist residents with personal problems and encourage them to make responsible decisions.
  • Implements and complies with human resource laws, policies, procedures, and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.

DESIRABLE KNOWLEDGES, SKILLS, AND ABILITIES
Well qualified candidates will demonstrate knowledge relating to correctional operations and special populations including, but not limited to:
  • Motivation and psychology.
  • Legal procedures and requirements.
  • Trauma informed practices and the effect of trauma on the resident population, mental illness symptoms, and treatments.
  • Effects on functional ability and juvenile resident rehabilitation and treatment programs.

Additionally, well qualified applicants will possess a background which demonstrates competency in:
  • Working with juvenile residents.
  • Interpreting, and enforcing correctional rules, regulations, policies, and procedures
  • Responding effectively and appropriately in crisis situations.
  • Identifying safety hazards, evaluating threats, and taking corrective action in compliance with applicable standards.

Successful candidates will demonstrate the ability to effectively perform responsible, professional, and routine administrative work in maintaining security, providing supervision of staff and residents in a secure setting, overseeing program activities for the shift, and assuming responsibility for operations in the absence of administrative staff.
