Job Summary:

Performs compliance and regulatory work within the Division of Public Health Licensing Services, Bureau of Licensing for Professions & Occupations. Assists with or independently determines the issuance of licenses for regulated individuals, facilities, and providers, and ensures continued compliance with applicable statutes, rules, policies, and procedures for license compliance. Conducts initial, renewal, complaint, and follow-up inspections, as well as administrative reviews of complaint investigations, to evaluate compliance with applicable statutes and rules. Reviews quality systems by tracking documentation, corrective actions, and other quality assurance data. Conducts investigations of licensed individuals and facilities in response to complaints alleging noncompliance or violations of applicable statutes and rules. Provides regulatory oversight of licensed services requiring Department regulation by corresponding with licensees, applicants, regulated entities, and other regulatory agencies; responding to technical and regulatory inquiries; assisting in the development and implementation of standards; participating in rulemaking activities; and conducting compliance inspections. Prepares, reviews, or assists with detailed investigative and inspection reports, Statements of Deficiency, Plans of Correction, compliance correspondence, and other regulatory or legal documents related to licensure actions, enforcement activities, and changes to a licensee's status. The Compliance Officer I position is part of the Department's Compliance Officer career series, which provides opportunities for career progression and advancement based on the attainment of additional education, experience, and the successful assumption of increased duties and responsibilities.

Job Duties:

Monitor and/or review quality systems assigned for specific discipline. Reviews quality systems by tracking documents, corrective actions, and other quality data. Setting up (includes travel and accommodations as applicable), participating in, and performing inspections/investigations of regulated individuals and facilities to determine compliance with federal regulations, statutes, rules, and internal procedures as directed. Prepare investigation reports.
Attend and participate in staff, advisory committee, and/or stakeholder organization meetings. Requests feedback from clients regarding services.
Provide technical assistance to providers and consumers.
Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Federal regulations
- Arizona Administrative Code and Arizona Revised Statutes related to licensed individuals, facilities, and providers
- Good understanding of facility management and operational concepts
- Specialized procedures
- Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies
Skill in:
- Review and reading/interpretation of professional literature and regulations
- Requires high level of oral and written communication, analytical review, interpersonal relationships, active listening, organizational, evaluation, repetition, education/training
Ability to:
- Change priorities as issues arise, problem solving (root cause)
- Works independently while managing multiple assignments, prioritizing workload based on program needs, statutory and regulatory deadlines, and established due dates to ensure timely and accurate completion of responsibilities
- Perform reviews
- Analyze analytical data, reporting, and evaluation of analyst qualifications providing compliance data
- Utilizes effective communication and de-escalation techniques when interacting with licensees, applicants, members of the public, and other stakeholders to address concerns, resolve conflicts, and maintain professional relationships
- Support a diverse multi-cultural workforce that reflects the community, promotes equal opportunity at all levels of public employment, and creates an inclusive work environment that enables all individuals to perform to their fullest potential free from discrimination

Selective Preference(s):

Associate's degree, with 1+ year experience as a surveyor/compliance officer and completion of the CLEAR-Basic National Certified Investigator and Inspector Training or 1+ year experience as a surveyor/compliance officer and 2 years experience in a licensed or regulated setting.

Pre-Employment Requirements:

Must have driver's license and ability to travel statewide. Must possess a valid level one fingerprint clearance card issued pursuant to A.R.S. 41-1758.07 or must apply for a level one fingerprint clearance card within 7 working days after beginning employment. CLEARBasic-National Certified Investigator and Inspector Training Certificate.

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will make a contribution to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27 week wait period for contributions to begin.
