MINIMUM REQUIREMENTS: 

A bachelor's degree (4 years) from an accredited college or university with a major in geography, cartography, geographic information systems (GIS), environmental studies, environmental geosciences, or a related field and one (1) year of experience in GIS; or

A master's degree (6 years) from an accredited college or university with a major in geography, cartography, geographic information systems (GIS), environmental studies, environmental geosciences, or a related field can substitute for the one (1) year of required experience.

JOB DUTIES:

The GIS Resource Analyst (Entry-Level) reports to the Geographic Information System Manager - SES and provides foundational geospatial support to the agency by assisting with data maintenance, basic map production, documentation, and project-level GIS tasks. This position supports senior GIS staff in the development, organization, and delivery of geospatial resources used across the department. Work includes collecting and validating spatial data, preparing standard GIS products, and helping maintain geospatial datasets, metadata, and user documentation. The analyst is expected to learn enterprise GIS standards, tools, and procedures while contributing to ongoing GIS modernization and support efforts.

Geospatial Data Support

  • Collect, enter, clean, and validate geospatial datasets to support program operations.
  • Perform basic geoprocessing tasks such as clipping, merging, buffering, and attribute editing.
  • Maintain metadata and follow established data quality and governance standards.
  • Support GIS-related tasks during emergency activations, including data collection, map production, and distribution of common operational products.
  • Help troubleshoot basic GIS software issues and assist with account, permissions, or layer access needs.
  • Participate in internal working groups or configuration reviews as appropriate for entry-level staff.


Mapping & Visualization 

  • Produce clear and accurate maps, layers, and simple web maps for staff across the agency.
  • Assist in preparing cartographic products for internal briefings, reports, and field operations.
  • Support creation of ArcGIS Online content such as feature layers, simple dashboards, and apps under guidance.
  • Assist senior analysts in preparing situational awareness layers or basic incident maps.


Project & Program Support

  • Provide entry-level GIS support for program projects, including data updates, map requests, data checks, and documentation.
  • Support senior analysts with tasks related to enterprise GIS initiatives, data standardization, and workflow improvements.
  • Assist users in divisions that lack full-time GIS support by responding to basic GIS questions and troubleshooting issues.

 
Documentation & Standards

  • Help develop and maintain user guides, workflow documentation, and data standards.
  • Participate in maintaining inventory of GIS data, services, and system resources.
  • Support compliance with departmental data policies and enterprise GIS governance.
  • Participate in internal working groups or configuration reviews as appropriate for entry-level staff.


Perform other duties as assigned

Perform related work as required, which will include, but not be limited to adherence to the policies and procedures of the Department's Information Resource Security Program (Chapter 8 - Department's Supervisory Manual) and allocate time as requested for Disaster Recovery activities.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

     Basic principles of Geographic Information Systems.

     Fundamentals of cartography and spatial data interpretation.

     ArcGIS Pro and ArcGIS Online.

     Common spatial data formats (shapefiles, geodatabases, tables, imagery).


Skills in:

     Performing basic geoprocessing tasks and spatial data maintenance.

     Preparing map layouts and simple web maps.

     Organizing data and maintaining accurate metadata.

     Communicating with both technical and non-technical users.


Ability to:

     Learn enterprise data standards, tools, and workflows.

     Follow established GIS procedures and documentation practices.

     Work collaboratively under direction of senior GIS staff.
