Job description

Pay Schedule II, Grade H19, Regular Schedule: 40 hours per week A vacancy exists in Property Management, Office of Budget and Finance. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Examples of Duties Under general supervision, leads and performs manual and semi-skilled work in the maintenance of recreation and park grounds and facilities, school recreation centers and other County-owned facilities. Essential Duties Makes minor repairs and adjustments to the equipment and water systems used in maintaining school recreation centers, park grounds and athletic fields. Performs various skills in basic carpentry, painting, plumbing, electrical, welding, and other maintenance work on grounds and facilities.

Performs all operations required for the upkeep and repair of turf, trees, and shrubbery. Operates tractors and attachments, mowers, saws, and similar equipment. Aerates, seeds, and fertilizes athletic fields.

Participates in the countywide snow removal operation. Ensures the safe condition of all facilities at school recreation centers, playgrounds, parks, and athletic fields. Drives commercial weight vehicles to transport personnel, equipment, or tools to work sites.

Leads, instructs, and trains other maintenance workers, volunteers, and seasonal employees in the performance of above duties. Keeps records of time and materials, and prepares routine written reports. Examples of Other Duties Performs custodial tasks such as cleaning restrooms and emptying trash.

Inspects the work of contractors performing ball diamond grooming, mowing, landscaping, tree removal, and other work at County sites, for compliance with standards and to verify completion of work. Performs other related duties as required. NOTE: The duties and responsibilities listed above are for the purpose of determining a common set of minimum qualifications for all positions in this class.

Qualifications Three years' experience in grounds maintenance, lawn care, farming, green house, or nursery work. (Education in horticulture, agriculture or forestry may be substituted on a year-for-year basis for the required experience.) Knowledge, Skills, and Abilities (Entry Level) Knowledge of the care and planting of grass, shrubs, and other types of landscaping vegetation

Knowledge of the methods, materials, and equipment used in the maintenance of recreation and park facilities. Skill in operating machines, tools, and equipment used in care and planting of grass, shrubs, and other plants. Skill in operating tools and equipment used to construct and repair recreation and parks buildings, equipment, and structures.

Skill in the operation of commercial weight vehicles. Ability to lead and instruct others. Ability to select appropriate tools and equipment necessary to perform specific tasks.

Ability to perform routine maintenance on equipment. Ability to understand rules and regulations concerning recreation field and parks maintenance. Ability to follow instructions.

Ability to communicate effectively, orally and in writing. Knowledge, Skills, and Abilities (Full Performance) Knowledge of rules and regulations concerning recreation facility and parks maintenance. Knowledge of County and departmental standards, policies, and procedures governing performance of duties.

Skill in leading and instructing others in order to complete assigned tasks. Skill in selecting appropriate tools and equipment necessary to perform specific tasks. Skill in performing routine maintenance on equipment.

Skill in following instructions. Skill in communicating effectively orally and in writing. Age Requirement Non-Maryland residents must be at least 21 years of age at the time of appointment.

Licenses and Certificates Possession of a valid driver's license equivalent to a commercial, class A Maryland driver's license is required at the time of application. (License may require endorsements and/or the absence of certain restrictions.) Possession of a current Medical Examiner's Certificate in accordance with Federal Motor Carrier Safety Regulations is required at the time of application. All licenses and certificates must be maintained throughout employment

Physical and Environmental Conditions The work of this classification entails the performance of heavy physical labor including bending, stooping, climbing ladders, lifting and carrying heavy objects, and the operation of vehicles, machinery, tools, and equipment.

Some work requires exposure to potentially hazardous conditions such as adverse weather and electricity. Medical Examination and Employment Background Investigation Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
