Job description

ATCS is growing! We are looking for a recent Civil Engineering graduate or early-career professional (0–2 years of experience) to join our Construction Services team in the greater Harrisburg, PA area.

This is a great opportunity to get hands-on experience in transportation construction while being supported and mentored toward a long-term career path as a Construction Engineer and future Construction Manager.


What You’ll Do
  • Assist with construction inspection activities on highways, bridges, traffic, and related infrastructure projects
  • Support project engineers and managers with documentation, reporting, and daily field activities
  • Observe and document construction activities to ensure compliance with plans, specifications, and PennDOT standards
  • Track quantities, assist with pay estimates, and help maintain project records
  • Participate in project meetings and help document key updates and action items
  • Assist with RFI tracking, shop drawing reviews, and change order documentation
  • Communicate effectively with contractors, project teams, and clients
  • Learn and apply construction management best practices with guidance from senior staff

What We’re Looking For
  • Bachelor’s Degree in Civil Engineering, Construction Management, or related field (recent grads encouraged to apply!)
  • 0–2 years of relevant internship or professional experience in construction or transportation projects
  • EIT certification (or ability to obtain within 6–12 months) preferred
  • Interest in building a career in construction engineering and project management
  • Strong communication, organization, and willingness to learn in a fast-paced environment
  • Familiarity with PennDOT standards is a plus, but not required

The role is also eligible for an annual bonus, with a target 2% of the employee's annualized salary.
