Job Summary
This position is located in the District of Columbia Government (District), DC Health (DOH), Office of the Director, Human Resources Division (HR). The Human Resources Specialist is the initial HR point of contact for the agency and is responsible for: providing the full range of technical, assistance, guidance, and advisory services to managerial, supervisory, and nonsupervisory staff in the management of human resource activities for the agency; and resolving human resource and administrative issues/problems which he/she must provide the stimulus of resourceful leadership. The incumbent handles and resolves human resource issues/problems arising from filling entry-level jobs to highly specialized one-of-a-kind jobs, and merit promotion actions involving high-level or managerial jobs that require specialized requirements. The work involves the development and submission of HR (personnel action) requests related to position classification, recruitment, staffing, employee and labor relations, training, record management, incentive awards, proposals for adverse action, grievances, and appeals, performance evaluations, tours of duty, leave and pay administration, and other human resource matters.
Major Duties and Responsibilities
Participates in the development of DOH policies and procedures on employee relations to effectively address matters ensuring compliance is in accordance with law, rule, regulation, and policies (e.g., ADA, PFL, FMLA, performance, discipline, and conflict resolution). Serves as the employee relations specialist providing advice and assistance to managers and employees. Analyzes and solves particularly complex and sensitive problems and issues dealing with employee relations (e.g., reasonable accommodation requests, FMLA, PFL, ADA etc.). Investigates, discusses, and analyzes employee relations issues, complaints and problems and devise solutions as resolutions, including drafting findings and conclusion, investigative reports and researching precedents.
Assists managers and supervisors in informally resolving disputes with union officials concerning the interpretation and/or application of the agreement. Provides advice and assistance to management on preparing disciplinary and adverse actions. Reviews draft adverse actions to ensure compliance with existing laws, rules, or regulations. Prepares necessary correspondence and documentation for appeal processes. Tracks investigative timelines and case progress to ensure timely resolution and consistent documentation across cases. Advises management and employees on rights and obligations and methods of dealing with problem situations in relation to established regulations, policies, poor communications, attendance, leave usage, interpersonal relationships, grievances, performance deficiencies, appeal issues, and negotiated agreements and collective bargaining agreements.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.
