The primary purpose of this position is to serves as the senior technical authority for the Operations Flight, providing expert guidance on IT architecture and the security of the network infrastructure and all on-premise computer systems.
Qualifications:Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. I have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving. Specialized experience includes experience with principles, methods, and techniques of Cybersecurity, Information Technology (IT), or Information Management (IM) assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing cyber, IT, or IM projects and resources, monitoring and inspecting costs, work, and contractor performance, address complex infrastructure designs.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Expert Knowledge of the fundamentals and principles of professional IT systems which has been gained through formal education and experience; computer hardware, systems software, and computer systems architecture, modeling, and integration; as it relates to the design, development, and model maintenance of network computer systems.
  2. In-depth knowledge of diversified, computer hardware concepts, phenomena, and relationships, and ability to apply such knowledge to theoretical and practical networking/computer operational problems with versatility, judgement, and perception in order to analyze performance of complex communication and data storage networks.
  3. Extensive knowledge of complex systems operations, systems architecture, design practices, and methodology to respond to operational mission requirements.
  4. Skill and ability to organize, prioritize, analyze, interpret, and evaluate IT system projects, complex problems, and prediction of results. Ability through study to keep abreast of computer/IT state-of-the-art knowledge, technology, and to utilize such knowledge in the solution of theoretical or complex system problems.
  5. Professional skill and ability to communicate effectively, both orally and in writing, complex system issues and reports, or briefings prepared for senior military and civilian officials throughout the government and in private industry.
  6. Ability to establish and maintain relationships with key individuals/groups outside immediate work unit and serve as spokesperson for the organization using a high degree of tact and diplomacy.
  7. Ability to communicate effectively, both orally and in writing at an advanced level.
  8. Ability to effectively work/speak with customers and senior leadership.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
