Job description

Systems Analyst III:
Performs highly complex computer systems analysis work in support of TxDOT information technology systems and the Digital Delivery Section. Work involves analyzing user requirements, procedures, and problems to automate processing or to improve existing systems at the design, construction, and asset management phases. Provides technical support, coordination, and advice involving the development, testing, implementation, and maintenance of projects/programs and/or systems. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Systems Analyst IV: 
Performs advanced computer systems analysis work in support of TxDOT information technology systems and the Digital Delivery Section. Coordinates work involving analyzing user requirements, procedures, and problems to automate processing or to improve existing systems at the design, construction, and asset management phases. Coordinates technical support and advice involving the development, testing, implementation, and maintenance of projects/programs and/or systems. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Systems Analyst V:
Performs highly advanced computer systems analysis work in support of TxDOT information technology systems and the Digital Delivery Section. Oversees work involving analyzing user requirements, procedures, and problems to automate processing or to improve existing systems at the design, construction, and asset management phases. Oversees technical support and advice involving the development, testing, implementation, and maintenance of projects/programs and/or systems. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Duties:

Systems Analyst III: 

  • Designs, builds, tests, implements, and maintains both publish and ad hoc reports in response to customer change requests.
     
  • Coordinates, plans, and schedules the installation or training for new or revised systems and defines business process requirements.
     
  • Prepares and defines the goals of the system and devises flow charts and diagrams describing logical operational steps of programs.
     
  • Creates new standard reports; collaborating with end users to gather report requirements and ensure proper testing and validation.
     
  • Monitors changes in hardware and software and provides current information to end users.
     
  • Tests and diagnoses systems to ensure critical requirements are met.
     
  • Analyzes user needs, defines the system's scope, documents requirements, and translates the user needs and requirements into functional specifications for the design of business systems.
     
  • Analyzes new or existing procedures, information systems, or utility programs for efficiency and effectiveness.
     
  • Trains other employees
     
  • Monitors and collects information to determine the strength, weaknesses and performance issues of existing technology.
     
  • Provides support of local applications and logs problems.
     
  • Provides technical assistance of software applications.
     
  • Researches, analyzes and tests business procedures, information systems, programs or systems software.
     
  • Reviews and analyzes reports and performance indicators to locate code problems, and corrects errors by modifying or correcting code.
     
  • Responds to incoming requests from business areas to design, build, maintain or repair reports and applications.
     
  • Requests or completes user security changes or additions and facilitates security authorizations for new users.
     
  • Troubleshoots and analyzes technical problems associated with local applications.
     
  • Writes and reviews technical specifications for programs and/or systems.
     
  • Writes and updates computer and/or server application programs.
     
  • Writes programs and/or queries for spreadsheet or database software to create reports and import/export data.
     
  • Performs other job responsibilities as assigned.

Systems Analyst IV:

  • Oversees, prepares and defines the goals of the system and devises flow charts and diagrams describing logical operational steps of programs.
     
  • Coordinates and/or tests and diagnoses systems to ensure critical requirements are met.
     
  • Coordinates with users to identify system requirements, develop functional design specifications to meet requirements, and solve complex operational problems.
     
  • Coordinates and/or researches, analyzes and tests business procedures, information systems, programs or systems software.
     
  • Coordinates requests or completes user security changes or additions and facilitates security authorizations for new users.
     
  • Oversees the training of staff prior to the implementation of technical and/or computer systems and offers advice and guidance during the implementation process.

Systems Analyst V:

  • Serves as a project leader.
     
  • Coordinates the development, implementation and maintenance of IT/IS architecture, digital delivery processes, governance frameworks, standards, procedures, and associated roles and responsibilities to support integrated data environments and efficient information management.
     
  • Manages one or more projects and systems involving software development and life cycle.
     
  • Oversees the evaluation and adoption of emerging technologies, platforms, hardware, software, and digital delivery tools to improve system integration, workflow automation, data accessibility, and operational efficiency.
     
  • Serves as subject matter expert in digital delivery solutions, system integrations, business process automation, data management, and enterprise technology best practices.
     
  • Creates and develops standardized business intelligence and operational reports by collaborating with stakeholders to define requirements, validate data quality, and support data-driven decision-making.
     
  • Monitors technology platform enhancements, software releases, and infrastructure changes and communicates impacts, opportunities, and best practices to stakeholders and end users.
     
  • Analyzes and evaluates business processes, information systems, and digital workflows to identify opportunities for process optimization, system integration, automation, and improved operational performance
     
  • Develops and deliver training, documentation, and knowledge-sharing initiatives to enhance user adoption of digital delivery tools, systems, and technology-enabled workflows
     
  • Monitors system performance metrics and collects operational data to assess the effectiveness, scalability, reliability, and user adoption of digital delivery technologies.
     
  • Designs, develops, tests, implements, and maintains automated dashboards, enterprise reports, and ad hoc analytics solutions that support digital delivery performance monitoring and business intelligence objectives.
     
  • Defines system objectives and develops workflow diagrams, process maps, and data flow models that support digital delivery strategies, process automation, and enterprise integration initiatives.
     
  • Coordinates system testing, validation, and quality assurance activities to ensure digital delivery platforms meet business, technical, security, and data management requirements..
     
  • Coordinates and Administers user access and security permissions, ensuring compliance with data governance, cybersecurity, and digital delivery access control standards.
     
  • Writes and Develops scripts, queries, and automated data solutions to support reporting, data exchange, system interoperability, and enterprise information management.

  • Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 
  • 2 years of experience in systems analysis, application systems support, or related work experience. 

  • Experience can be satisfied by full - time or prorated part - time equivalent. 

  • Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: 

Valid driver's license. This position requires driving a state vehicle.
