DESCRIPTION
To perform technical functions in the access of and use of information technology within Emergency Services including but not limited to the 911 Center, Geographic Information System and Public Safety. An employee in this class provides technical support and system maintenance for local and wide area network operations including interfacing with other systems. Work is performed under general supervision and is evaluated through conferences, review of work performed and feedback from users on the system. INTERNAL ONLY MAY APPLY
DUTIES
  • Maintain the GIS Mapping system and CAD/E911 Communications system.
  • Attends various meetings as required; attends classes, workshops, seminars, etc., to maintain job knowledge and skills.
  • Plans, coordinates and administers the County's GIS Mapping and E-911 addressing program, ensuring compliance with all applicable policies, procedures, laws, regulations and standards.
  • Coordinates computer programming, application maintenance and hardware / software maintenance with the County Information Systems staff as necessary.
  • Provides administrative and technical support for CAD, mapping and communications equipment operations and maintenance.
  • Maintains the GIS System with layer creation and GIS Software updates for all county agencies.
  • Provide guidance and support through the bid process for necessary equipment, materials and supplies for department operations.
  • Coordinates the locating and assignment of 911 physical addresses in accordance with County ordinances and NC General Statutes. Maintains the Master Street Address Guide (MSAG); maintains and updates MSAG entries in the E911 CAD system.
  • Updates computer-maintained address maps/databases with street ranges, road additions and other changes.
  • Creates and maintains the GIS shape files for all public safety response districts and agencies.
  • Monitors the performance of department equipment; ensures the proper maintenance and repair of all equipment and systems; responds to computer hardware / software problem calls from the E-911 call center; prepares and submits 911 call problem reports to all TELCO's that service Bladen County.
  • Receives and responds to public inquiries, requests for assistance and complaints in areas of responsibility.
  • Performs general administrative/clerical work by operating computers, printers, copier, fax machine, calculator, telephone, etc.; uses clerical and computer supplies, small hand and power tools, ladder.
  • Interacts and communicates with the immediate supervisor and County Staff, outside agencies and the public.
  • Performs system assessment and performance monitoring to identify and correct avoidable, operational and service interruptions
Working Conditions
While the work is primarily administrative in nature and the normal working conditions are in an environmentally controlled office or building, when responding to emergencies the employee is subject to the same conditions as other emergency personnel including extremes in weather for extended periods of time.

  • Thorough knowledge of the organization of the County and of related departments and agencies.

EDUCATION AND EXPERIENCE REQUIREMENTS
Requires an associate's degree in computer technology, GIS or other relevant field supplemented by one to two years of experience in GIS Mapping, addressing, or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Special Requirements
  • Valid North Carolina Driver's License
  • NIMS compliant with current standards as outlined in local compliance document.
  • Responds on rotating on-call schedule.
  • Considered essential personnel during emergency and will comply with Bladen County Personnel Policy
  • Make full disclosure of criminal charges and Domestic Violence Orders upon application.
  • Have a thorough background investigation to include drug screening, fingerprinting, criminal background check conducted by the employment agency, including a personal interview prior to employment.

Health
We offer the NC State Health Plan. The provider is Aetna Medical Insurance. Employee has the option to elect to purchase or PlusPlan (70/30 ) or the ProPlan (80/20 ).
Voluntary Plans
Employees may choose from a variety of plans arranged through UNUM, Guardian, Mutual of Omaha and Aflac. These include Critical Illness and Hospital Indemnity plans, Dental, and Vision plans. In addition we offer Short-term disability and FSA (Flex Spending Account).
Life Insurance
The County provides $10,000 Basic Life insurance for employees. An employee may choose to purchase additional voluntary term life insurance.
Retirement
We participate on the N.C. Local Government Employees' Retirement System. Employees are required to contribute 6% of gross wages toward their account.
401(k) and 457 are supplemental retirement plans administered by Empower.
Vacation Leave
Employees accrue annual leave monthly and may use accrued leave upon approval after the probationary period is completed. Years of service transferred from eligible NC Governmental Agencies (written documentation required) and the employee's work schedule are used to determine the rate of earning.
Petty Leave
Employees earn fourteen (14) hours per calendar year. May use in increments of 15 minutes. Leave is pro-rated based as of date of hire in the first calendar year of employment. Petty leave must be used within the calendar year.
Longevity Pay
The County offers longevity pay to employees with 5 years of continuous service.
