Job description

The Street Outreach Technician serves as an entry-level, apprentice-style role that supports the Street Outreach Team by assisting with client engagement, follow-up, and technical program functions. This position works alongside the Street Outreach Lead and Street Outreach Case Managers to engage individuals experiencing homelessness in unsheltered settings and help connect them to services and housing resources. The Street Outreach Technician participates in outreach efforts, builds rapport with clients, and provides ongoing support to reinforce engagement and follow-through on service connections. While this role may assist clients with basic needs, appointments, and document readiness, it does not carry an independent caseload or provide comprehensive case management. Instead, the Technician supports case-carrying staff by helping ensure continuity of care and client progress. This position also provides critical administrative and data support, including documentation and HMIS data entry, to ensure program compliance and effective service delivery. The role operates within a Housing First framework and supports coordination with the Continuum of Care (CoC) and Coordinated Entry System (CES). This position is paid by grant funds and is, therefore, contingent upon the availability of grant funds. Additional future grants are probable. This is a full-time position; 40 hours per week.

Field Outreach Support

· Assist the Street Outreach Lead and Case Managers during outreach activities in encampments, public spaces, and other locations not meant for human habitation.

· Support engagement efforts with individuals experiencing homelessness, including those resistant to services.

· Help respond to outreach referrals from first responders, business owners, residents, and community partners.

· Observe and report client needs to the assigned Outreach Case Manager for follow-up.

Client Support & Document Readiness

· Assist clients in gathering documentation (ID, benefits, verification documents) under the direction of the Outreach Case Manager.

· Support clients with basic tasks such as completing forms, scheduling appointments, and navigating service access points.

· Reinforce follow-through on action steps identified by the Case Manager.

HMIS Data Entry & Documentation Support

· Enter outreach contacts, services, and client information into the HMIS (Clarity) system in a timely and accurate manner.

· Assist Case Managers by inputting case notes, service transactions, and documentation updates.

· Run basic reports for review by the Street Outreach Lead or Case Manager.

· Ensure all data is entered in compliance with agency, county, and HUD standards.

· Maintain strict confidentiality and proper handling of PII (Personally Identifiable Information). 

Service Coordination & Logistics

· Prepare and distribute outreach supplies, including:

o Hygiene kits

o Food bags

o Clothing and seasonal items

· Coordinate transportation logistics for clients (appointments, shelter placements, services).

· Assist in organizing outreach schedules, routes, and supply inventory.

· Support setup and breakdown of outreach events and service delivery activities. 

Administrative & Program Support

· Answer phones, respond to emails, and assist with scheduling and calendar management for the outreach team.

· Maintain organized case files and assist with documentation required for grant monitoring and audits.

· Prepare program materials and reports using tools such as Word, Excel, and PowerPoint.

· Ensure compliance with all policies, procedures, and best practices.

Team Support & Coordination

· Work collaboratively with:

o Street Outreach Lead

o Street Outreach Case Managers

o CAP Coordinator / Case Managers

· Support team efficiency by reducing administrative burden on case-carrying staff.

· Participate in team meetings, case conferencing (as support), and program planning discussions.

Organizational Participation

· Participate in CityLink outreach events (e.g., Everyone to the Table, CEO’s in the Park, Holiday Programs).

Participate in “All-In” events, Prayer Mountain, Spiritual Growth Check List, etc.

High school diploma or equivalent required.

· Interest in pursuing a career in homeless services, case management, or social services.

· Compassion and desire to serve homeless guests who may suffer from mental illness, substance abuse and trauma. Willingness to transport guests and work on their behalf to find housing.

· Experience working with vulnerable populations preferred but not required.

· Willingness and ability to answer multiple phone calls and emails on a daily basis in a professional and respectful manner. Providing direction and resources to community callers.

· Basic computer skills and ability to learn data systems (HMIS).

· Strong organizational and communication skills.

· Ability to work both in the field and in an office setting.

· Valid driver’s license and reliable transportation (if required).
