Office of the Chief Performance Officer (CPO) This position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of the Chief Performance Officer (CPO). CPO supports and strengthens HUD's performance culture with services, policies, systems, and strategies to engage, inspire, and retain a high-performing workforce that achieves mission objectives. CPO provides the following Department-wide functions: Performance Management; Employee Recognition and Awards; Employee Engagement; Labor Relations; Employee Relations; and the full range of Executive Resources Management.
As an
Acquisition Liaison Specialist, you will:
- Serve as an acquisition liaison specialist with the responsibility for collaboration with program clients and team members in directing the planning of acquisition actions as assigned.
- Apply knowledge of Federal Acquisition Regulations and policy to provide support and expert guidance to program customer personnel in the preparation of acquisition documents, e.g., conducting and documenting market research, writing Statements of Work (SOW) and Performance Work Statements (PWS), developing Quality Assurance Surveillance Plan (QASP), and preparing the Independent Government Cost Estimates (IGCE).
- Develop policy, automated tools and training for OCPO Program Support.

Conditions of employmentThe official duty station for this position will be in
Alexandria County, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.
Key Requirements:- Must be U.S. Citizen or U.S. National.
- A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
- Must successfully complete a background investigation.
- Public Trust - Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

QualificationsYou must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the
GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the
GS-13 grade level in the Federal service
. Specialized Experience for this position includes:
- Experience applying knowledge of Federal Acquisition Regulations and policy to provide support and expert guidance; AND
- Experience conducting and documenting market research; AND
- Experience writing Statements of Work (SOW) and Performance Work Statements (PWS), developing Quality Assurance Surveillance Plan (QASP), and preparing Independent Government Cost Estimates (IGCE); AND
- Experience coordinating with program customers and contracting managers/officers/specialists to ensure project milestones and dependencies are reflected in acquisition documents and plans; AND
- Experience developing automated tools and training for Program Offices.The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
Time-in-Grade: In addition to the above requirements, you must meet the following
time-in-grade requirement, if applicable:
For the
GS-14 you must have been at the
GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
