Job description

RRP Consulting Engineers is seeking a Senior Project Manager to lead water and wastewater projects out of our McAllen office, serving communities across the Rio Grande Valley.
This role carries direct responsibility for water and wastewater utility projects for city, county, water supply corporation, water district, and public utility board clients - including water and wastewater lines, lift stations and force mains, ground storage and elevated storage, chemical dosing systems, treatment plant expansion and rehabilitation, and water and sewer service extensions to unserved and underserved communities. You will own these projects from proposal through construction close-out, as the senior technical authority and the primary client relationship.
The Valley is one of the fastest-growing regions in Texas and one of the most water-constrained. The work here is not routine capital renewal - it is capacity that communities do not yet have, service to households that have never had it, and supply planning under real scarcity. The engineer in this seat presents to city councils and district boards directly, and drives from the office to the site in under an hour.
What You Will Do
Project delivery
  • Lead project delivery as Project Manager, accountable for technical design, project financial performance, scope and schedule management, project staffing, and quality control.
  • Lead and oversee the design and technical work of the project team, including detailed engineering design and calculations, report writing, permitting, and client presentations.
  • Oversee development of construction documents, including plans and technical specifications.
  • Develop engineering cost opinions, technical memoranda, and design reports.
  • Manage regulatory coordination and permitting, including TCEQ approvals and, where applicable, coordination with regional and international water authorities.
  • Direct coordination among project stakeholders, subconsultants, contractors, and internal teams to achieve project milestones.
  • Ensure compliance with the company's Quality Assurance policies and procedures.
  • Oversee construction phase services to ensure work is completed in accordance with the contract documents, on time and on budget.

Client and business ownership
  • Prepare proposals, scopes, fee estimates, budgets, and client agreements.
  • Write responses to client RFQs and solicitations.
  • Build and maintain direct relationships with city officials, county staff, water supply corporation and water district boards, public utility boards, and community leaders across the Valley.
  • Support funding applications and administration for grant- and loan-funded programs, coordinating with funding agencies through design and construction.
  • Track and report on project financial performance, and partner with firm leadership on business development and client growth.

Team development
  • Supervise, coach, and mentor engineers, EITs, and designers in water/wastewater project delivery.
  • Collaborate with multidisciplinary teams across RRP office locations.
What You Will Need
  • Bachelor's degree in Civil Engineering, Environmental Engineering, or a related discipline.
  • 10+ years of water and wastewater engineering experience, including pipelines, lift and pump stations, chemical dosing systems, and storage - with at least 3 years managing projects and project teams.
  • Professional Civil Engineer license in the State of Texas
  • Experience developing construction documents, engineering cost opinions, technical memoranda, and design reports.
  • Experience supervising engineering personnel in water/wastewater project delivery.
  • Experience with TCEQ permitting and regulatory coordination.
  • Demonstrated ability to build and hold client relationships with municipal and district clients.
  • Strong written and verbal communication skills, including proposal writing and presentations to elected officials and governing boards.
  • Valid Texas driver's license and an insurable driving record.
Preferred
  • Master's degree in Civil or Environmental Engineering.
  • Established relationships with Rio Grande Valley cities, counties, water supply corporations, irrigation and water control districts, or public utility boards.
  • Professional working proficiency in Spanish, for public meetings, community outreach, and client and contractor coordination.
  • Experience with funded programs common to the region, such as TWDB Economically Distressed Areas and colonia water and sewer programs, CWSRF/DWSRF, SWIFT, USDA Rural Development, and North American Development Bank border infrastructure financing.
  • Experience with water and sewer service extension projects to colonias and other unserved communities.
  • Experience with wastewater treatment plant design, expansion, or rehabilitation.
  • Experience with brackish groundwater treatment or desalination.
  • Experience with raw water supply, canal conversion, or water conservation projects.
  • Familiarity with Region M regional water planning.
  • Active involvement in professional associations and civic organizations.
