Overview

Bowhead seeks a Program Manager to join our team in supporting our customer on the MITSM contract in Stafford, Va.

The Program Manager is responsible for leading and managing complex IT projects using Agile methodologies and works closely with cross-functional teams, stakeholders, and clients to plan, execute, and deliver IT projects on time, within budget, and with high quality. The Program Manager provides strategic leadership, mentorship, and guidance to the project team, ensuring that Agile principles and best practices are followed throughout the project lifecycle.

Responsibilities
  • Assisting in the planning, coordination, implementation, and oversight of all government requirements as specified within the performance work statement and as applicable to audit requirements.
  • Serve as the primary point of contact for government stakeholders and other customer representatives.
  • Provide overall leadership, direction, and oversight of contract operations, personnel, deliverables, and customer support activities.
  • Oversee development and submission of required contract deliverables which include monthly status reports, integrated program reviews, post award conferences, and self-assessments.
  • Direct program planning, resource allocation, staffing, risk management, and performance monitoring activities to achieve contract objectives.
  • Lead coordination across multiple functional support areas, including program management support, M365 Support, strategic planning and technical studies, administrative support, and other contract task areas.
  • Monitor contract funding, labor utilization, staffing requirements, and financial performance to ensure efficient execution of contract obligations.
  • Establish and maintain effective communication channels with government leadership and contractor personnel to identify issues, resolve challenges, and implement continuous process improvements.
  • Provide strategic guidance and recommendations to government leadership regarding program priorities, organizational initiatives, technology modernization efforts, and operational improvements.
  • Ensure compliance with applicable federal regulations, security requirements, quality management processes, and organizational policies.
  • Other duties as assigned.
Qualifications
  • Bachelorโ€™s degree in information technology, business management, engineering, or related field.
  • Program Management Professional (PMP) Certification.
  • 5+ years of experience supporting DoW programs.
  • Demonstrated experience managing large scale information technology programs supporting federal government customers.
  • Experience leading multidisciplinary teams and coordinating efforts across multiple organizations and stakeholders.
  • Certified Scrum Master (CSM) Certification (preferred).
  • Certified Defense Acquisition Workforce Improvement Act (DAWIA) Advanced in program management (preferred).
  • Experience working in a Marine Corps environment is preferred.
  • Working knowledge of Microsoft SharePoint workflows and process automation using Microsoft Power Automate.
  • Must be able to manage priorities and work independently with little direction.
  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
Security Clearance Required

Must possess an active security clearance at the Secret level.

Physical Demands
  • Must be able to lift up to 25 pounds.
  • Must be able to stand and walk for prolonged amounts of time.
  • Must be able to twist, bend and squat periodically.
