We offer a competitive salary for this role, with an expected range of $128,400 - $162,500/yr. The final offer will depend on your experience, skills, and overall qualifications. The Planning Department is seeking a highly capable leader to drive and oversee the Manufacturing Engineering Planning function. This role reports directly to the Director of Planning, Industrial Engineering, and Continuous Improvement.
The Manufacturing Engineering Planning Manager is responsible for leading the Manufacturing Engineering Planning function and driving operational performance through process excellence, cross-functional collaboration, and continuous improvement. This leader oversees Production Bill of Material management, engineering support for specialized tooling and fixtures, earned value performance, and compliance with planning and material procedures. The role plays a critical part in improving efficiency, safety, quality, and cost across BIW's manufacturing operations.
Key Responsibilities
Safety Leadership:
  • Champion and enforce safety policies and procedures, with a focus on housekeeping and personal safety.
  • Lead initiatives to enhance workplace safety and foster a culture of continuous improvement.

Project Execution:
  • Identifying process improvements that enhance operational efficiency and overall company performance.
  • Oversee the implementation and sustainment of process improvements by:
    • Manage the team responsible for all Production Bill of Material maintenance.
    • Manage the engineering support to development, deployment, and sustainment of specialized tooling & fixtures.
    • Work cross-functionally with other areas of Planning & Engineering to implement and sustain improvements.

Planning Management:
  • Lead team to resolve challenges using the A3 problem-solving method.
  • Oversee Earned Value Management (EVM), reporting on cost variances and corrective actions.
  • Ensure compliance with Planning & Material procedures.
  • Lead efforts to improve operational efficiency and optimization.

Training and Development:
  • Drive training programs to meet first-time product quality objectives.
  • Provide feedback and lessons learned to improve future planning and execution stages.
  • Ensure planning processes and procedures are well-documented and communicated, and kept up to date.

Team Collaboration and Communication:
  • Ensure Plan requirements are communicated and well understood by all stakeholders.
  • Foster teamwork and collaboration among trades, support personnel, and external stakeholders.

Continuous Improvement:
  • Champion BOS (Business Operating System) manufacturing principles and productivity enhancements.
  • Lead IPTs to streamline processes and improve safety, quality, and cost-efficiency

Required/Preferred Education/Training
  • Bachelor's degree in a related area. Master's degree preferred.

Required/Preferred Experience
  • Minimum of 10 years working in positions of progressively increasing responsibility in supervision and management required.
  • Excellent administrative skills: effective interpersonal skills, demonstrated skills in the areas of verbal and written communication, problem solving/decision making, conflict resolution, and organization required.
  • Knowledge of Surface Combatant operation.
  • Demonstrated understanding/implementation of LEAN manufacturing principles.
  • Understanding engineering processes to help in build/operations problem solving.
  • Bachelor's degree in engineering, technical field or equivalent experience strongly preferred.
  • Ability to represent BIW's position on various production, contractual and technical matters in a professional, courteous, yet assertive manner.
  • Demonstrated management, project coordination and leadership skills required. Strong written, oral communications and organizational skills required.
  • Proficiency with computers including Microsoft Office products required.
  • Ability and willingness to work in, and promote a true team environment.
  • Successful experience in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time, and reduce costs.
  • Strong understanding or MRP and/or ERP systems.
  • Strong data analytics skills, with the ability to interrogate large, complex data sets, and distill into critical insights.
