OVERVIEW

ConstructionManagement, Inspection, and Closeout Services for structural, civil,electrical, and mechanical construction projects associated with the TenantConstruction and Application Program (TCAP). Services include providingconstruction oversight, field inspection, technical coordination, qualityassurance, and administrative support to ensure tenant projects are completedin accordance with approved plans and specifications, applicable permits andcodes, safety requirements, and Port standards.

RESPONSIBILITIES

  • Act as the day-to-day Construction Manager forassigned projects, reporting directly to the Resident Engineer.
  • Assist the Resident Engineer in coordinating withFacility, operations personnel, and other stakeholders to ensure workprogresses efficiently while minimizing impacts to operations.
  • Develop a thorough understanding of the contractdocuments and assist the Resident Engineer in interpreting and applyingcontract provisions to administer the contract and enforce policiesnecessary for the successful completion of projects.
  • Advise the Resident Engineer on contractor disputesand assist in resolving issues through established contractual andadministrative processes.
  • Supervise and mentor field staff, ensuring theyeffectively monitor construction activities, verify proper installation ofwork, and maintain accurate and complete project documentation.
  • Review contractor submittals and Requests forInformation (RFIs), ensuring field staff receive timely updates regardingcontract requirements, revisions, and approved changes.
  • Review and approve daily field inspection reports andnarratives to ensure accuracy and completeness.
  • Trackclassified work items, time-and-material (T&M) tickets, and otherproject records to maintain proper documentation and accountability.
  • PrepareExtra Work Order, Net Cost Change Order, Field Ordered Work, andassociated cost estimates.
  • Reviewcontractor payment applications for accuracy and contract compliance,assist the Resident Engineer in preparing monthly reports on projectprogress and financial status, and proactively identify and elevatepotential risks or issues.
Requirements

QUALIFICATIONS

Candidatesmust present the following qualifications to be considered eligible for thisposition:

  • Bachelor’sdegree in Civil Engineering from an accredited college or university.
  • Minimumof 10 years of experience inspecting construction work varying in size(projects ranging from $500K to $5M+) and complexity (multiple crews andcrew sizes per shift).
  • Mustbe able to successfully obtain and maintain a Transportation WorkerIdentification Credential (TWIC), badge, including passing allrequired security threat assessments, fingerprint-based criminal historyrecords checks, and background investigations.
  • OSHA30-hour Construction Safety certification required, with training in fallprotection, Maintenance and Protection of Traffic (MPT), confined spaceentry, and permit-required confined space entry.
  • Willingto work weekends and night shifts when required.
  • Proficiencywith eBuilder and Microsoft Office Suite, including Word, Excel, andOutlook.
  • Strongknowledge of construction management practices, contract administration,project documentation, and coordination with multiple stakeholders.
