Description The purpose of this classification is to supervise and perform professional engineering work of an advanced level in the planning, design, plan review, construction, and maintenance of City transportation and drainage infrastructure under the direction of the City Engineer. Examples of Duties Assists in overseeing the activities of the Engineering Department; supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations.

Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise. Assists with preparation of the capital budget: prepares projections of need for expansion or improvement of city transportation and drainage infrastructure; analyzes and troubleshoots problems; identifies and assists with the prioritization of potential infrastructure improvement projects to be included in the capital investment plan; and inspects existing infrastructure to determine condition and life-expectancy. Manages the administrative aspects of capital projects; monitors budget and expenditures; updates project schedules and monitors progress of project in meeting established schedule; processes purchase order requisitions, work orders, and invoices; reviews project progress reports submitted by contractors; coordinates acquisition and/or maintenance of required permitting; schedules inspections to ensure compliance with all regulatory requirements; facilitates adherence to all reporting and documentation requirements; evaluates and monitors progress against performance and quality measurements.

Manages capital projects during design and/or construction phases; conducts and oversees inspections of work underway; attends regular project progress meetings; works with consultants, contractors, and work crews to resolve problems and initiate the appropriate solutions; reviews field decisions and approves change orders as appropriate; prepares, reviews, and processes change orders for changes to contracted scope of work; monitors adherence to project schedules and budget; inspects quality of construction work and materials; coordinates final inspections with contractors and engineers; and facilitates project acceptance with other City departments or government agencies. Coordinates and participates in the programming phase of the project (planning & preliminary design/concepts); identifies user needs and requirements; confers with all appropriate parties to solicit input and feedback; supervises the development cost projections, engineering design and specifications, project budgets, and schedules; facilitates approval of project and final design; prepares project specifications and bid documents; reviews and evaluates bids; and provide direction/supervision to engineering and drafting technicians assigned to the project. Supervises the review of civil engineering and planning aspects of all site development plans, rezoning and variance requests, and permit applications to ensure compliance with applicable laws, ordinances, regulations, and standards; evaluates and assess the impact of the proposed project with regards to uniformity with utilities and infrastructure, traffic & transportation, drainage and storm water run-off, hydrology & hydraulics, flood protection, grading and erosion control, zoning and land use, signs and billboards, and related issues; approves plans and issues permits or initiates any actions necessary to correct deviations or violations; makes recommendations to City Council regarding approval of subdivision plats; and works with developers/engineers to modify plans for conformity.

Provides internal and public relations relative to capital projects; serves as a liaison to the public, property owners, media, other government agencies, and other City departments / officials regarding project planning, design and construction progress; responds to inquiries or complaints; consults with superintendents, directors and/or other officials to review status of projects, review/resolve problems, receive advice/direction, and provide recommendations; and prepares executive summaries and reports for presentation to City Council, Planning Commission, or other officials as requested. Typical Qualifications Bachelor's degree from an accredited college or university in Civil, Mechanical, or Structural Engineering; supplemented by three (3) years of engineering experience as a Professional Engineer, preferably in civil engineering. Must possess and maintain a license as a Professional Engineer by the Louisiana State Board of Registration for Professional Engineers and Land Surveyors.

Registered engineers from another state shall have one (1) year to become certified within the State of Louisiana. Must possess a valid driver's license. Will be required to obtain a valid State of Louisiana driver's license at time of appointment and maintain throughout employment for this classification.

May be required to obtain flood plain management certification.
