TITLE I PROGRAM MANAGER
SUMMARY DESCRIPTION
The Title I Program Manager provides strategic leadership and oversight of the District's Title I program. The role ensures compliance with federal and state regulations, manages Title I funding and programs, supports school improvement initiatives, supervises Title I staff, and collaborates with district leaders and school administrators to improve student achievement and align resources with the Washoe County School District Strategic Plan.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Program Management & Administration
  • Plans, develops, coordinates, implements, monitors, and evaluates Title I programs and initiatives.
  • Supervises Title I staff members, projects, and program activities.
  • Oversees Title I School-wide programs and related budgets.
  • Monitors and evaluates District-level Title I programs and services.
  • Supports the administration and evaluation of after-school and extended learning programs.
  • Leads and supports District Title I initiatives and strategic priorities.

Compliance, Funding & Grant Oversight
  • Monitors compliance with federal, state, and district regulations and grant requirements.
  • Oversees Title I funding allocations and budget utilization.
  • Coordinates grant revisions, adjustments, and reporting activities with the Nevada Department of Education.
  • Manages programs and services for Priority, Focus, 1-Star, and 2-Star schools.
  • Oversees Parent and Family Engagement programs and activities.
  • Supports Private School, Charter School, Migrant, and Neglected and Delinquent Children programs.
  • Ensures compliance with federal "supplement, not supplant" requirements and other funding regulations.
  • Monitors federal and state legislative and policy developments affecting Title I and related programs.

School Improvement & Student Achievement
  • Collaborates with district and school leaders to improve student achievement outcomes.
  • Supports implementation of Nevada Academic Content Standards, assessments, and curriculum initiatives.
  • Aligns Title I programs and resources with school performance plans and District strategic goals.
  • Partners with research, evaluation, and school improvement teams to monitor program effectiveness.
  • Supports school improvement efforts in Priority, Focus, 1-Star, and 2-Star schools.
  • Utilizes school and district data sources to identify strengths, needs, and improvement opportunities.
  • Promotes continuous improvement processes, instructional effectiveness, and data-driven decision making.
  • Supports implementation of curriculum, assessment, intervention, and accountability systems.

Collaboration & Capacity Building
  • Builds organizational capacity, cohesion, alignment, and cultural competency across Title I schools.
  • Collaborates with Early Childhood Education, Children in Transition, and other District programs.
  • Advises Area Superintendents, principals, and school leadership teams on Title I program implementation.
  • Consults with school leaders regarding the effective use of Title I funds and resources.
  • Develops partnerships that support academic improvement and student success.
  • Analyzes school performance indicators, organizational effectiveness, and instructional practices.
  • Supports shared leadership, teacher empowerment, and positive school cultures.
  • Aligns professional development opportunities with identified school and program needs.
  • Maintains expertise in Nevada laws, district regulations, Nevada Department of Education requirements, and ESEA legislation.
  • May perform other duties as assigned.

QUALIFICATIONS
Any combination of education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
Education: Bachelor's Degree in School Administration, Business Management, Public Administration or a related field required.
Experience: A minimum of three (3) years with federal Title program and/or grant program administration required. Experience in a governmental organization or as a school principal, assistant principal or dean is preferred. Experience with staff supervision required.
Licenses/Certificates: None.

Salaries are subject to adjustment and may increase and decrease each fiscal year. Please be advised health insurance premiums are paid by employees at a prorated percent for those working less than full time.
