Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud. Within CO&I, the Engineering Procurement and Construction (EPC) team is responsible for delivering core datacenter infrastructure for Microsoft's cloud business. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. We are seeking a Senior Site Procurement Manager for the OFCI Site Execution Team. This leader will provide strategic sourcing, contracting, supplier-management, compliance, and functional direction across regional datacenter projects, ensuring optimal cost, capacity, quality, and delivery outcomes.

• Work is required from site/hybrid, 3 days per week

This role will be located on-site at one of the following Data Center Campuses: Boydton, VA; Blue Ridge, VA; Des Moines, IA.

Responsibilities
These roles are responsible for partnering with the broader Global Supply Chain teams including Planning & Analytics, Supplier Quality and overall Site Projects team to meet the on-time delivery for large, complex datacenter construction project(s). This role is responsible for managing post-award activities in support of Capital Equipment procurement and project execution. This includes managing supplier performance and leading cross-functional teams.
Functional Management:

• Provide functional direction and dotted-line management to Site based Procurement Managers to ensure compliance with Microsoft and CO+I Contracting/Procurement policies.

• Responsible for onboarding and development of Site Procurement Managers: (Lead, coach, mentor).

• Responsible for developing, planning, and executing training for Site Procurement Managers and Cross-Functional stakeholders

Contracts and Sourcing

• Executes and manages Equipment contracts for large, complex data center construction projects and/or purchasing opportunities to ensure optimal cost and time to delivery for Microsoft customers.

• Collects relevant internal and industry data to understand business requirements, benchmarks data against relevant markets, and shares industry and category expertise across stakeholder teams to execute and/or develop strategies.

• Integrates business specifications for complex purchasing areas into Request for Information (RFI) and/or request for proposal (RFP) processes. Collaborates cross-functionally to define and manage supplier scorecard criteria (e.g., key performance indicators [KPIs], Service Level Agreements [SLAs]), coordinates supplier performance/recovery reviews, and drives corrective actions.

• Actively partners with suppliers to identify and drive continuous improvement and risk management opportunities by evaluating procedural, operational, and/or environmental factors, analyzing root causes of issues, sharing insights with key stakeholders, and influencing the adoption of needed improvements.

• Manages contract and price negotiation activities for equipment categories (including labor) cross-functionally and ensures that both price and capacity needs are met while also reflecting Microsoft's cross-functional engagement with suppliers. Identifies cost reduction opportunities and works closely with suppliers and internal stakeholders to drive cost competitiveness.

• Understand construction industry contracting norms and Microsoft contracting requirements; participate and/or lead negotiation of contracts that meet business goals.

• Identifies risks and roadblocks to contract execution and drives action internally and/or externally to resolve and/or escalate, as appropriate.

• Monitors and mitigates the impact of change orders to the underlying business case, and partners cross-functionally to adjust impact models.

Change Order Management:

• Monitor and mitigate the impact of change orders to the project, and partners cross-functionally to resolve/escalate accordingly.

• Attend cost/change management meetings to ensure any change orders of additional equipment and labor are executed promptly and timely.

• Act as the commercial Subject Matter Expert and prescribe the appropriate entitlement and justification for all change orders.

• Negotiate Claims with the detailed understanding of the contractual conditions and partner with regional claims to settle or escalate.

Compliance:

• Ensures adherence to policy, educates stakeholders and suppliers on policy compliance, and manages the remediation and resolution of sourcing issues. Identifies opportunities to adapt policy as needed to mitigate risk and better enable suppliers to meet business requirements.

• Ensures consistency, timeliness, quality, and accuracy of deliverables, and ensures Procurement stakeholders are aware of Service Level Agreement (SLA) and/or defined milestones and deliverables terms. Communicates delay to Procurement stakeholders and independently proposes and executes contingency measures.

Stakeholder Collaboration:

• Develops pricing and negotiation strategies on contract changes for multiple purchasing categories, ensures that strategies clearly articulate the tradeoffs, roles, and responsibilities across parties, and gains senior executive support for strategies both internally and externally. Identifies negotiation setbacks and takes action to mitigate contract disagreements. Drives early business engagements for complex business areas or purchasing categories with cross-functional leadership including planning, strategic sourcing, cost, engineering, quality, construction, project managers, to define and drive action on supply solutions and strategies, business requirements, optimal sourcing on spend/budget and align on priorities. Shares expertise to advise cross-functional teams on sourcing decisions.

Partners:

• Internal: Engineering, procurement, planning, quality, construction, cost management, finance, safety, legal, risk management and other groups as needed.

• External: Equipment Suppliers, Architectural Engineering, Commissioning Agents, consultants, and industry groups.

Management of Original Equipment Manufacturers' (OEM) Field Service Technician/Engineer:

• Manage and oversee Supplier labor management in coordination with General Contractor, Scheduling Teams, and Internal Planning Teams to align schedules and deliverables.

• Manage schedule compliance and escalations from field team to support installation and Commissioning (Cx) activities as required to drive efficiencies between Supplier and General Contractor

• Negotiate and manage any change orders for overtime, schedule compression and acceleration as needed.

Owner Furnish Contractor Installed (OFCI) Management & Quality Assurance:

• Help facilitate the Mechanical Engineer and Plumbing (MEP)/Owner Furnished Contractor Installed (OFCI) equipment once delivered to site, including inspections and appropriate sign offs.

• Address quality-related issues as they arise and report to the quality team and category management as appropriate.

• Coordinate post-IFC design changes and deliver aligned project specifications, compliance documents, and technical submittals across procurement, engineering, and stakeholders.

Qualifications
Qualifications:

• Master's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 4+ years experience in data science/analytics, finance, project management, supply chain, and/or operation OR Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 6+ years experience in data science/analytics, finance, project management, supply chain, and/or operation OR equivalent experience.

Preferred Qualifications:

• Master's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 8+ years experience in data science/analytics, finance, project management, supply chain, and/or operation OR Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 12+ years experience in data science/analytics, finance, project management, supply chain, and/or operation OR equivalent experience.

• Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Sourcing and Category Management M5 - The typical base pay range for this role across the U.S. is USD $116,900 - $203,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $148,400 - $222,600 per year.
