Job description

Job Summary:

The Portfolio Utility Specialist oversees work streams related to program management and project delivery in the areas of energy efficiency, utility coordination, stakeholder management, and analytical support. The role allows for both remote and in-person work, with a focus on collaboration and project management. This position reports directly to Energy Efficiency Portfolio Director. 

Job Duties:

    Leads the development and implementation of operational processes for energy efficiency and utility-related projects, including designing workflows, establishing procedures, coordinating cross-functional execution, and identifying opportunities for process improvement
    Supports large-scale statewide IRA and other energy programs by managing assigned work streams, tracking regulatory developments, collaborating with compliance leads on program design, and advising clients and internal teams on utility coordination strategies such as stacking and braiding funding
    Develops analyses and evidence-based recommendations to support BDO's broader energy efficiency initiatives, including workflow design, data management, performance tracking, and measurement and verification (M&V) activities
    Manages stakeholder and partner coordination by facilitating collaboration among utilities, private-sector entities, grid operators, policymakers, clients, and internal teams to align priorities, address issues, and support successful project execution
    Oversees and contributes to project delivery for public-sector and industry clients, including analyses, presentations, workshops, and client-facing materials; ensures quality, timeliness, and alignment with project objectives
    Builds and maintain strong working relationships across BDO teams, clients, and industry networks while demonstrating professionalism and upholding the firm's values of respect, integrity, innovation, stewardship, and excellence
    Contributes to a collaborative and inclusive values-driven work environment by supporting teamwork, knowledge sharing, and respectful engagement across diverse internal and external stakeholders

Qualifications, Knowledge, Skills and Abilities:

Education:
    Bachelor's degree, required
    Master's degree in energy, environmental, electrical or mechanical engineering, energy policy, economics, or a social science discipline with a strong energy focus OR six (6) or more years of experience in energy efficiency, utilities, or consulting, preferred
Experience:
    Five (5) or more years of professional experience in energy efficiency, utilities, or consulting, including work supporting Demand-Side Management, Demand Response, and/or greenhouse gas reduction programs for utilities or state agencies, required
    Demonstrated experience managing multiple projects and competing priorities while maintaining alignment with client expectations, project goals, and deliverable requirements, required

Certifications/Licensure:
    Project Management Professional (PMP), Certified Energy Manager (CEM), Business Energy Professional (BEP), BPI certifications, LEED credentials / LEED project certification experience, or comparable energy or project management credentials, preferred

Software:
    High level of proficiency in Microsoft Office (specifically Word, Excel, PowerPoint), required

Language:
    N/A

    Knowledge of regulatory rulings, program evaluation, power system trends, market mechanisms, and applicable regulatory frameworks
    Strong communication (written/verbal) and presentation skills, with the ability to communicate complex technical and strategic information clearly and effectively to diverse audiences
    Strong consulting, collaboration, and relationship-management skills, with the ability to work effectively across multidisciplinary teams and engage internal and external stakeholders
    Demonstrated ability to lead project tasks or work streams and drive execution, problem-solving, and coordination across cross-functional teams
    Highly organized, detail-oriented skill set with ability to distill action items from multiple information sources quickly
    Proven ability to navigate and strengthen relationships within and between teams and groups    
    Strong multitasking skills

Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate's qualifications, experience, skills, and geography.

National Range: $125,000 - $150,000
Maryland Range: $125,000 - $150,000
NYC/Long Island/Westchester Range: $125,000 - $150,000
