Job description

Koniag Tech and Infrastructure LLC, a Koniag Government Services company, is seeking a Program Manager with a Secret security clearance to support KITS and our customer at Stennis Space Center, MS. This position is for a Future New Business Opportunity.

We are seeking an experienced, mission-focused Program Manager to lead and oversee data center operations in a secure, mission-critical government environment. This role is responsible for the end-to-end programmatic management of data center programs, including planning, execution, stakeholder coordination, budget oversight, risk management, and delivery of technical and operational objectives.
The ideal candidate brings proven experience managing complex IT infrastructure programs within DoD or Intelligence Community (IC) environments, with a deep understanding of data center operations, lifecycle management, and government program execution frameworks.
This role is central to ensuring that data center programs are delivered on time, within scope, and in full compliance with government requirements and security mandates. The Program Manager will serve as the primary interface between technical teams, government stakeholders, and senior leadership, driving program strategy, enforcing accountability, and ensuring mission success across the enterprise.
Key Responsibilities:
  • Lead full lifecycle program management for data center operations, including planning, scheduling, resource allocation, execution, and closeout
  • Serve as the primary point of contact for government customers, contracting officers, and senior leadership on all program matters
  • Provide strategic planning for long term initiatives such as energy efficiency improvements and life cycle management of critical infrastructure
  • Provide strategy to optimize and grow capabilities
  • Develop and maintain program documentation, including Program Management Plans (PMPs), Integrated Master Schedules (IMS), Risk Registers, and Status Reports
  • Oversee day-to-day data center operations, including compute, storage, networking, cooling, power, and physical security infrastructure
  • Manage program budgets, track expenditures, and provide financial forecasting and variance reporting
  • Identify, assess, and mitigate program risks and issues, escalating critical items to appropriate stakeholders in a timely manner
  • Coordinate across cross-functional teams, including engineering, cybersecurity, logistics, and facilities to ensure integrated program delivery
  • Ensure all data center operations and program activities comply with DoD regulations, contractual requirements, and applicable security policies
  • Drive continuous improvement initiatives to optimize data center performance, availability, and operational efficiency
  • Support staffing, onboarding, and personnel management activities in coordination with HR and functional leads
  • Facilitate program reviews, technical exchanges, and executive briefings with government and senior leadership stakeholders
  • Ensure compliance with applicable frameworks including NIST, RMF, DoD STIGs, and IC security directives

Required Experience:
  • Minimum 5+ years of experience in program or project management, with at least 3+ years managing data center or IT infrastructure programs in a DoD or IC environment
  • Demonstrated experience managing programs of record with multi-million dollar budgets and cross-functional teams
  • Proven ability to manage government contracts and navigate federal acquisition and compliance requirements
  • Strong understanding of data center operations, including physical infrastructure, power/cooling systems, virtualization, and network architecture
  • Experience with risk management, earned value management (EVM), and schedule development using tools such as Microsoft Project or Primavera P6
  • Familiarity with cybersecurity frameworks, including NIST SP 800-53, RMF, and DoD STIG compliance requirements
  • Experience briefing senior government officials and executive leadership on program status, risks, and performance

Education:
  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration or a related field is required
  • Master's degree in a related field is preferred

Required Professional Certifications:
  • Project Management Professional (PMP) - PMI

Preferred Certifications / Training:
  • ITIL Foundation
  • CompTIA Security+
  • Agile/SAFe Program Consultant certification
  • Data Center Certified Associate (DCCA) or equivalent
  • Certified Data Centre Professional (CDCP)

Desired Attributes:
  • Strong understanding of mission-critical government data center environments and operational requirements
  • Demonstrated ability to lead geographically distributed, cross-functional teams in high-security environments
  • Exceptional written and verbal communication skills, with experience preparing executive-level briefings and program artifacts

Clearance Requirements:
  • Secret clearance is required with the ability to upgrade- candidates will not be considered without an active Secret
