Summary
You will serve as the Principal Advisor, Special Security to the Deputy Under Secretary of the Navy (DUSN) Intelligence and Security (I&S) and the Senior Director of Security. In this role, you will provide executive-level counsel on all matters pertaining to the security and protection of classified national security information across the enterprise.

  • You will provide strategic consultation, executive leadership, and comprehensive evaluation for agency-wide special security programs.
  • You will serve as the principal expert to senior executives, such as the Deputy Under Secretary of the Navy (Intelligence and Security).
  • You will advise on implementation and administration of comprehensive special security programs, ensuring strict compliance with national security policies, intelligence community directives, and federal regulations across the organization.
  • You will serve as the technical authority responsible for protecting Sensitive Compartmented Information (SCI) and national security information, ensuring integrity, confidentiality and availability of the agency's sensitive intelligence assets.
  • You will direct and advise on the management of personnel security clearance programs, oversee investigative guidelines, adjudicative processes, and insider threat mitigation to ensure rigorous compliance with federal security clearance procedures.
  • You will establish, recommend, and track robust internal controls, risk management frameworks, and performance metrics, providing actionable intelligence and periodic oversight reporting to senior leadership to drive continuous program improvement.

  • This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes. Certification required is: SFPC
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. To learn more about E-Verify, including your rights and responsibilities, visit e-verify.gov.
  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:
TQ 1. Demonstrated senior-level experience providing strategic consultation, program leadership, and comprehensive evaluation of complex Special Security Programs within the Federal Government, Intelligence Community, or Department of Defense. This includes advising senior executives on program implementation, resource allocation, and organizational alignment.
TQ 2. Expert knowledge of national security policies, Intelligence Community Directives (ICDs), and federal regulations governing the protection, handling, and oversight of Sensitive Compartmented Information (SCI) and collateral national security information.
TQ 3. Demonstrated high-level experience advising on and overseeing comprehensive personnel security operations. This includes mastery of federal investigative standards, security clearance adjudication processes, and the implementation of insider threat mitigation strategies.
