Job description

Duties As a HR SPEC (EMPLOYEE RELATIONS), GS-0201-9/11, you will provide assistance, interpretation, information, and guidance on employee relations problems and issues which affect organizational goal performance, individual performance, performance appraisal systems, and employee relations training programs. Serve as a technical advisor for disciplinary and adverse action procedures. Provide advice and assistance to supervisors in establishing and maintaining employer/employee relationships. Explore probable causes, contributing factors, and possible courses of action to resolve problems and better relationships. Train supervisors and management officials on employee relation problems, performance and conduct issues, merit systems principles, and investigative techniques. Analyze employee relations program laws and regulations in the areas of grievance or appeal procedures, voluntary actions, and performance management. Serve as technical expert to employees, supervisors, and HR personnel regarding employee grievances. Investigate allegations of misconduct, harassment, etc., by employees. Provide advice and assistance to supervisors, employees, and HR in a wide variety of employee relations matters such as performance issues, conduct actions (disciplinary and adverse actions), grievances, appeals, reasonable accommodation requests, etc. Execute the State's training and development program providing the full range of human resource development (HRD) options for the workforce. Provide HRD management advisory services. Provide guidance to managers and supervisors on employee development and training objectives. Develop policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources. May be a Training Government Purchase Card (GPC) holder. Develop and maintain local policies for payment and reimbursement of fees, travel, and training. Review, process approval, coordinate registration, fund and process payment of fees, coordinate travel reimbursement funding and approval for NG Employee training requests. Collaborate on all in-house HRO courses which may include coordinating speakers, instructors, facilities, advertising, documenting attendance and analyzing evaluations. Serve as a State Quota Source Manager for NG Employees requesting to attend Army Training Requirements and Resources System (ATRRS) courses. Guide managers and supervisors on Individual Development Plans (IDP). Perform other duties as assigned. Requirements Conditions of employment CONDITIONS OF EMPLOYMENT: May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility. This position is located on a tobacco free facility. Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This position is developmental: Incumbent may be non-competitively promoted to the next higher grade upon completion of an Individual Development Plan (IDP), meeting time in grade requirements, and recommendation for promotion by supervisor. Qualifications FOR THE GS-09: SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-07) or equivalent experience in the private or public sector that demonstrates the experience and knowledge with human resources programs related to federal civilian or military personnel programs. Knowledge of the National Guard organization and manpower. Experience researching, interpreting, and applying law, policies, directives, regulations, and publications related to Human Resources programs. Basic understanding of National Guard training and travel program requirements. FOR THE GS-11: SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and advanced knowledge with human resources programs related to federal civilian or military personnel programs. Experience executing actions in personnel programs and Human Resources Information Systems such as DCPDS. Knowledge and understanding of the personnel and manpower core competencies such as Performance Improvement. Experience with performance management and productivity programs; or advising on process improvement, best practices, and performance techniques. Experience developing and implementing Human Resources policies and procedures. Experience advising supervisors and managers of training program requirements. Experience reviewing human resources development programs, applying education and training policy requirements, and/or discussing retraining procedures. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment. (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only and unspecified work schedule will result in disqualification.
