Job description

PS Job Title: Mgr, Project Development

JOB SUMMARY/PURPOSE

Manager, Transmission Project Development is responsible for leading transmission project development efforts for projects seeking (i) modification and expansion of transmission system related to generator interconnections administrated through the MISO Generator Interconnection Process, (ii) modification and expansion of transmission system assets related to non-revenue generating externally funded requests, (iii) coordination of Entergy facility connection requirements in accordance with FAC-001.

This position ensures strict adherence to NERC facility interconnection requirements while providing high-level Customer service to prospective interconnection and external customer projects by following project scping, estimating, development, and implementation process and guidelines.

JOB DUTIES/RESPONSIBILITIES

  • Leads a project development and management team responsible for development of projects and estimates to support MISO Generator Interconnection Process.
  • Manages Contract Support of the MISO Generator Interconnection Processes
  • Assures that general Customer requests for transmission system asset modification are addressed in a timely manner following established project delivery system development practices. 
  • Reviews, prepares, and administers project agreement contracts and holds primary responsibility to initiative these projects and ensure appropriate cost recovery standards and practices are followed.   
  • Ensures compliance with Entergy’s safety, quality, engineering, and other standards.
  • Supports Capital Projects cost estimating, scheduling, and risk tools to ensure consistency and high levels of accuracy with estimating transmission projects.
  • Tracks project portfolio and ensures that projects are deconflicted and scoped with holistic view of Entergy’s primary business objectives.
  • Provide support in regulatory matters related to transmission service and interconnections.
  • Ensure adherence to company policies, MISO rules and procedures, and FERC rules regarding interconnections/transmission service requests on the transmission system.
  • Maintains Entergy’s transmission interconnection requirements to comply with NERC FAC-001 and MISO facility interconnection requirements.

MINIMUM REQUIREMENTS

Minimum education required of the position

  • Bachelor's Degree in Engineering or Construction-related field or equivalent work experience.
  • Preferred: Advanced degree 

Minimum experience required of the position

  • 7 years utility experience.
  • Preferred:
    • 5 years of engineering, project management, planning or operations experience.
    • Utility industry experience.
    • Supervisory experience.
    • Experience with MISO Generator Interconnection  process.

Minimum knowledge, skills, and abilities required of the position

  • Strong communication, conflict management, and change management skills.
  • Knowledge of capital project delivery processes and standards.
  • Preferred:
    • Understanding of cost recovery and pre-payment as well as financial differences between categories of capital investment.
    • Experience with planning, project delivery, construction, portfolio management, and T&D operations including the reliable operation of T&D facilities and industry project delivery process(es).
    • Understanding of MISO Generator Interconnection Process.
