Job description

Position

Program Manager – Electronic Warfare Systems (EWS) Portfolio – RTX (Raytheon) – Goleta, CA (Onsite)

Location & Security Clearance

Goleta, California. Requires U.S. citizenship and a DoD Secret Security Clearance that must be maintained post‑hire.

Role Overview

The Program Manager will oversee legacy programs within the Electronic Warfare Systems Portfolio, integrating engineering, operations, supply chain, finance, mission assurance, and program operations teams and aligning with subcontractors and multifunctional teams.

Responsibilities
  • Strong communication, influence management, and presentation skills to interact with internal and external stakeholders at all leadership levels.
  • Support and present Program Management Reviews (PMRs), Estimate at Completions (EACs), and coordinate customer Technical Interchange Meetings (TIMs).
  • Coordinate and align interactions, expectations, and transactions between customers and other prime contractors.
  • Develop and implement program growth strategies for domestic and international markets.
  • Understand and represent customer needs to stakeholders.
  • Manage opportunity, cost, quality, schedule, performance and technical aspects.
  • Travel as needed to support business engagements.
Qualifications
  • Bachelor’s degree or equivalent experience with a minimum of 8 years of relevant experience, or an advanced degree with a minimum of 5 years of relevant experience.
  • Program and/or project management, integrated product team lead (IPTL), and/or cost account management (CAM) experience.
  • Experience supporting cross-functional teams, production and/or sustainment programs.
Preferred Qualifications
  • Program Management Level 5 Certification or ability to obtain within one year.
  • Experience engaging and reporting to executive stakeholders at all levels.
  • Excellent communication skills and experience presenting to customers and senior team members.
  • Experience working with large complex teams, strong organization and communication skills.
  • Knowledge of Operations, Supply Chain, and Financials.
