Job description

SUMMARY:
The Program Manager, Facility Performance providesenterprise-level leadership, strategic oversight, and operational direction forcompliance, facility performance, and program initiatives across CoreCiviccorrectional facilities. Directs compliance governance, corrective actionprocesses, performance monitoring, and operational improvement efforts toensure adherence to Department of Correction (DOC) policies, contractualrequirements, regulatory standards, and CoreCivic expectations. Serves as astrategic advisor and primary liaison among facility leadership, operationsleadership, support services departments, and government partners. Providesleadership and oversight for Warden onboarding and facility leadershiptransition programs to promote operational readiness, compliance continuity,and consistent execution of enterprise standards.

ESSENTIAL FUNCTIONS:
The incumbent should be able to perform all of the followingfunctions at a pace and level of performance consistent with the jobperformance requirements.

  1. Directs enterprise compliance monitoring and governance processes across CoreCivic facilities to ensure alignment with contractual requirements, partner standards, regulatory expectations, and company policies.
  2. Evaluates audit findings, compliance reviews, inspections, operational reports, and emerging trends to identify enterprise risks, performance gaps, and strategic corrective action priorities.
  3. Coordinates with state Department of Correction (DOC) staff to obtain necessary approvals for implementing corrective plans and related operational strategies.
  4. Provides executive oversight for follow-up activities related to audits, inspections, accreditation reviews, corrective action plans, and high-priority compliance matters.
  5. Establishes and oversees facility performance metrics, dashboards, executive reporting, and analytical tools used to evaluate compliance, operational effectiveness, and leadership accountability.
  6. Oversees documentation, records, and reporting practices related to compliance reviews, corrective action plans, policy updates, leadership transitions, and operational initiatives.
  7. Leads the development, implementation, and communication of partner-specific operational policies, procedures, standards, and best practices across assigned facilities.
  8. Monitors operational, regulatory, and policy changes and advises senior leadership on implementation strategies, compliance impacts, risk mitigation, and operational readiness.
  9. Serves as an operational liaison among facility leadership, corporate departments, and government partners to align compliance initiatives, operational requirements, and strategic business objectives.
  10. Facilitates executive-level meetings and operational reviews with facility leadership to assess compliance status, action plans, emerging risks, and enterprise operational priorities.
  11. Builds and maintains strategic relationships with facility leadership, support services departments, government stakeholders, and operational partners to advance compliance and facility performance objectives.
  12. Leads strategic projects, enterprise initiatives, and operational improvement efforts that strengthen facility performance, compliance outcomes, and organizational effectiveness.
  13. Oversees the strategy, structure, and execution of onboarding programs for newly assigned Wardens and facility leadership to support leadership readiness and operational continuity.
  14. Provides strategic guidance, training direction, and ongoing executive support to Wardens regarding partner requirements, CoreCivic operational expectations, and partner-specific policies and procedures.
  15. Directs the development of onboarding materials, reference guides, leadership resources, and training tools that support consistent facility leadership transitions.
  16. Oversees and coordinates the activities of a PRN team engaged in analyzing the inmate population, identifying trends and risk factors, and developing strategies to reduce violent incidents.
  17. Provides leadership, direction, and functional oversight to cross-functional teams, workgroups, and stakeholders involved in enterprise compliance, facility support, and operational improvement initiatives.
