Job description

Business Technology Integrators (BTI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) with more than 25 years of experience delivering innovative and reliable IT and engineering solutions to the Federal Government. BTI supports mission-critical programs across defense and civilian agencies, with core expertise in cybersecurity, program management, enterprise IT, and technical oversight services.
Position Overview

The Production Engineer provides senior-level engineering and production support for the EEOC's audiovisual (AV), video teleconferencing (VTC), live-event, executive communication, enterprise collaboration, and digital media environments. This position is responsible for ensuring the availability, reliability, and high-quality performance of specialized AV/VTC equipment and production technologies at EEOC headquarters and across dispersed field offices.
The ideal candidate will have at least ten years of experience supporting an enterprise environment comparable in size, scope, and complexity to the EEOC. The Production Engineer must possess advanced experience with live productions, video editing and post-production, video switching, audio mixing, digital signal processing, and enterprise AV/VTC systems.Key Responsibilities
  • Provide technical engineering and production support for live events, executive communications, town halls, conferences, meetings, training sessions, broadcasts, and other agency-wide events.
  • Configure, operate, maintain, and troubleshoot specialized AV, VTC, multimedia production, broadcasting, and collaboration equipment.
  • Ensure reliable operation and consistent performance of AV and VTC technologies across EEOC headquarters and geographically dispersed field offices.
  • Perform video editing and post-production using platforms such as Adobe Premiere Pro, Final Cut Pro, and Wondershare.
  • Configure and operate professional video-switching equipment, including Blackmagic Design video switchers.
  • Operate and support cameras, microphones, audio consoles, video processors, encoders, decoders, displays, projection systems, and related production equipment.
  • Configure, operate, and troubleshoot audio-mixing systems and digital signal processors (DSPs).
  • Perform pre-event testing and system validation to confirm that audio, video, lighting, presentation, streaming, recording, and conferencing technologies are fully operational.
  • Provide real-time technical support during live and executive-level events, quickly identifying and resolving production or system issues.
  • Support enterprise video conferencing and collaboration platforms and ensure interoperability with installed AV/VTC systems.
  • Record, edit, encode, format, and distribute digital media content in accordance with EEOC requirements.
  • Diagnose complex AV/VTC hardware, software, signal-flow, network-connectivity, and system-integration problems.
  • Coordinate technical support for remote and hybrid events involving EEOC field offices, external participants, and multiple collaboration platforms.
  • Monitor AV/VTC system performance and recommend improvements, upgrades, replacements, or corrective actions.
  • Perform preventive maintenance, equipment testing, firmware updates, system configuration, and quality-control inspections.
  • Maintain production schedules, technical diagrams, equipment inventories, configuration records, operating procedures, troubleshooting guides, and event-support documentation.
  • Coordinate with EEOC personnel, vendors, technicians, and other stakeholders to support equipment installation, repairs, upgrades, and event requirements.
  • Follow applicable federal security, accessibility, records-management, and information-technology policies and procedures.
  • Provide technical guidance and knowledge transfer to AV/VTC support personnel and end users.
Required Education and Experience
  • Minimum of ten years of professional experience supporting an AV/VTC, multimedia production, or enterprise collaboration environment comparable to the EEOC.
  • Demonstrated experience supporting specialized AV/VTC equipment in an organization with geographically dispersed field offices.
  • Bachelor's degree in Audio Engineering, Broadcast Engineering, Multimedia Production, Information Technology, Communications, Electronics Engineering, or a related discipline is preferred. Relevant additional experience may be considered in place of a degree, subject to contract requirements.
  • Extensive experience supporting live events, executive communications, digital media production, and enterprise collaboration technologies.
  • Hands-on experience with video editing and post-production tools, including Adobe Premiere Pro, Final Cut Pro, or Wondershare.
  • Experience operating professional video-switching equipment, including Blackmagic Design technologies.
  • Advanced experience with audio mixing, audio signal flow, and digital signal processing systems.
  • Experience diagnosing and resolving complex AV/VTC system, equipment, software, and connectivity issues.
Required Skills and Qualifications
  • Advanced knowledge of AV/VTC engineering, live-event production, multimedia systems, and digital media workflows.
  • Strong understanding of video production, post-production, recording, encoding, streaming, and content distribution.
  • Knowledge of video switchers, cameras, microphones, mixers, DSPs, displays, projectors, control systems, and related AV technologies.
  • Ability to trace and troubleshoot complex audio, video, control, and network signal paths.
  • Ability to support high-visibility and executive-level events in a professional, time-sensitive environment.
  • Strong organizational skills with the ability to manage multiple production requirements and competing priorities.
  • Excellent verbal and written communication skills.
  • Strong customer-service, collaboration, analytical, and problem-solving abilities.
  • Ability to work independently and coordinate effectively with technical teams, field offices, vendors, agency leadership, and end users.
  • Ability to provide after-hours or extended-hours support for scheduled events and urgent production requirements when necessary.

Work Requirements
