Hybrid Role - 4 days in office, 1 day remote
Position Summary:
The Electric Utility Specialist will assess the reliability, resiliency, and redundancy of electrical infrastructure and associated control systems that support military installations. The Analyst must have a background in the electrical utility industry and understand high and medium voltage power transmission, distribution, and associated electrical equipment and systems. The Responsibilities include collecting, compiling, and analyzing system data; identifying vulnerabilities; and preparing clear, actionable reports and recommendations. Strong teamwork, collaboration, and communication skills are essential. The Analyst must be able to articulate technical issues to clients and colleagues, deliver formal presentations, and produce written reports. Primary clients include organizations within the Department of War (DoW).
Essential Functions:
  • Participate in planning activities for virtual meetings and site assessments. Review electrical drawings, specifications, and system documentation to determine compliance with applicable standards and operational requirements.
  • Conduct virtual and on-site assessments of electrical infrastructure, evaluating system condition, configuration, and operational performance. Review mission data, plans, and operational guidance to determine asset criticality and identify single points of failure.
  • Perform field surveys and analyze maps, diagrams, and system data to identify deficiencies, risks, and opportunities for improvement in electrical systems.
  • Analyze electrical engineering drawings, one-line drawings, system specifications, and related documentation to verify alignment with standards and operational needs.
  • Collect and interpret data related to electrical infrastructure capacity, building loads, and system performance to identify vulnerabilities to hazards, disruptions, or emerging threats.
  • Evaluate the operating efficiency of electrical systems and document findings.
  • Identify electrical infrastructure vulnerabilities and recommend risk mitigation strategies.
  • Prepare engineering reports detailing findings, analyses, and proposed improvements.
  • Develop original reports, edit team submissions, and coordinate contributions to ensure timely, high-quality deliverables.
  • Conduct peer reviews, editing, and adjudication of technical documents.
  • Address tasking from internal teams, DoD stakeholders, and broader organizational initiatives in a responsive and professional manner.
  • Manage workload proactively, maintaining a 30-day outlook to meet deadlines and identify resource needs.
  • Participate in engineering meetings, internal development sessions, and training activities.
  • Maintain a strong customer service mindset by addressing client needs promptly and effectively

Competencies:
  • Familiarity with DoW, USN, CONUS, and OCONUS operational requirements.
  • Familiarity with medium and high voltage electrical utility systems and components.
  • Experience in working for or with electrical utility providers.
  • Engineering Assessments (Field Work).
  • Ability to climb ladders and to walk distances over rough terrain.
  • Preferred experience with DoD Unified Facilities Criteria (UFC) requirements.
  • Preferred knowledge with LEED, IEEE, NERC, FERC, NFPA 70 and other Federal, State and Local Codes. Experience with Microsoft SharePoint, Teams, and Office products with an emphasis on Excel.
  • A collaborative team player who can effectively work within groups to achieve project objectives.
  • Portraying a professional image when interacting with clients and installation personnel. Adhering to the RMC dress policy for assessments, engagement, attentiveness, and interactive.
  • Capability to work within small groups and present findings clearly.
  • Excellent command of the English language, both written and spoken, ensuring effective communication in a professional context.

Requirements
Education & Experience Requirements
  • Four-year college technical degree or equivalent experience
  • High School Graduate or GED
  • 5+ years' experience in electrical utility field
  • Familiarity with industry standards and pertinent federal policy
  • Military background or experience with military facilities design or construction
  • Strong writing skills

Desired Certificates & Licenses:
  • 4-Year+ Accreditation Board for Engineering and Technology (ABET) Accredited Degree in Engineering
  • Associate's degree or Advanced Post Secondary diploma in electrical technology or comparable discipline
  • Completion of a Vocational-Technical (VoTECH) program or certificate with a focus on electrical technology

Other Requirements:
  • Hybrid Position: This is a hybrid position where you will be working 4 days in office and 1 day remote.
  • Security Clearance: Obtaining a DoD Secret Clearance, TS-SCI eligible. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.
  • Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date.
  • Travel Flexibility: Willingness and capability to travel, CONUS and OCONUS approximately 25% of the time.
  • Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
