JOB TITLE:

Electrical Engineer

GOVERNMENT AGENCY & LOCATION:

NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain.

JOB SUMMARY:

Provide services in support of the overall operational objectives of Naval Facilities Engineering Systems Command Europe, Africa, Central (NAVFAC EURAFCENT) and its effort to provide facilities and engineering support to Naval Support Activity (NSA) Bahrain and its areas of responsibilities. Primary duties are to provide planning, estimating, scheduling, engineering, project management and administrative services with a primary work location at NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain. NSA Bahrain is comprised of four (4) installations known as NSA 1, NSA 2, NSA 3 and Isa Air Base.

RESPONSIBILITIES:

EDUCATION and EXPERIENCE REQUIREMENTS:
  • Bachelor Degree from an ABET accredited Electrical Engineering or Engineering Technology program and minimum of 5 continuous years of experience in the design and engineering of Electrical systems design for facilities including at least 1 year working on Capital Improvement projects for a Federal Agency.
  • Registration as Professional Engineer (PE) in the discipline of Electrical Engineering is desired.
  • Minimum of 5 years of professional electrical engineering code compliant facilities design experience for new construction, including renovation design experience, is required.
  • Completion of a course of studies accredited by the Accreditation Board for Engineers and Technology (ABET) for an electrical engineering program from a college or university for a bachelorโ€™s or masterโ€™s degree in electrical engineering, supplemented by a considerable amount of handsโ€‘on facilities design experience, is required.
  • Provide independent, timely and professional specialized electrical engineering support, services and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development.
  • Participate in conferences with project stakeholders and collaborates with other engineering and architectural disciplines to ensure system coordination and integration with specific project requirements. Typical projects include new and renovation of administration, industrial, research, recreational, medical, security, waterfront, airfield, and living facilities. Typical types of work include: interior and exterior lighting; facility power distribution systems, including standby power generation; telecommunication systems - including voice, data, cable TV and Wiโ€‘Fi; security systems โ€“ including closed circuit TV; grounding systems; lightning protection systems; medical facility systems; audio visual systems; and site electrical distribution including mediumโ€‘voltage distribution switchgear, substations, and transformers; site systems distribution; and overhead and underground distribution.
  • Substantial knowledge and practical application of electrical engineering concepts, theories, principles, practices and techniques necessary to plan, design, construct and maintain a wide range of shore based engineering projects.
  • Knowledge of DoD and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices as related to electrical engineering design, including the NFPA 70 (National Electrical Code), IEEE C2 (National Electrical Safety Code), and the International Building Code.
  • Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting electrical engineering design throughout the NAVFAC EURAFCENT AOR.
  • Knowledge of budgeting, planning and project management techniques, including the ability to coordinate the work of others and lead teams.
  • Knowledge of related architectural and engineering fields and their associated impacts as related to electrical engineering design.
  • Conduct field evaluation and generate review comments for electrical design proficiency in accordance with code standards for in-house and A&E design submittals.
  • Ensure comments are resolved and incorporated into the design.
  • Assure A&E contract work has been satisfactorily completed.
  • Conduct site visits prior to design to conduct assessments to generate electrical systems designs requirements.
  • Assist with construction quality assurance by performing code required special inspections or required electrical observation. Witnesses acceptance testing and provide trouble shooting recommendations of electrical equipment and systems as part of the facility commissioning process.
  • Knowledge and experience with AutoCAD and/or REVIT software, Microsoft Office products, electrical engineering design and analysis software and other applicable DoD computer systems and software used by the Command.
  • Ability to produce results of analysis in writing and consolidate findings of others and evaluate recommendations and facts. Ability to make oral presentations of proposed designs and results of studies.
  • Knowledge of and full compliance with Safety Policy and Guidance and use of personal protective equipment.
