Job description
Under the direction of the Director of Public Works, plans, directs, and manages the operation, maintenance, replacement, and modernization of the County fleet of vehicles, heavy construction equipment, specialized equipment, and County fueling and electric vehicle charging infrastructure. Serves as the County's senior fleet management professional, responsible for fleet operations, asset life-cycle management, fleet technology systems and data, alternative fuel and electric vehicle transition planning, regulatory compliance, and workforce development for the Division of Central Vehicle Maintenance; does other related duties as required.

Responsibilities:
The Superintendent is responsible for the Division's personnel and a large and diverse fleet serving departments across County government, including public works, public safety, transit, and parks operations. The fleet includes light and heavy-duty trucks, snowplows and spreaders, heavy construction equipment such as excavators, backhoes, paver's, rollers, sweepers, and water tank trucks, landscaping and grounds equipment including mowers and large robotic mowers, electric and hybrid vehicles, the County RIDE fleet of transit vans and buses, police and emergency response vehicles, fire apparatus and firefighting equipment, and other specialized equipment. The Superintendent is also responsible for the operation and maintenance of County fuel pumps, fueling facilities, Level 2 and Level 3 electric vehicle charging stations serving cars, vans, buses, and vehicle wash facilities. The County is seeking a fleet leader who will operate the Division to the standard of the top-ranked public fleets in the nation, with measurable performance in five areas: operational efficiency, asset life-cycle management, fleet technology and data, sustainability and fleet electrification readiness, and workforce succession planning. The Superintendent is expected to establish performance metrics, report against them, and position the Division for recognition in national public fleet benchmarking programs.

Qualifications
Qualifications:
Experience:
Ten (10) years of experience in the operation, maintenance, and repair of a large fleet of motor vehicles and equipment, at least five (5) years of which shall have been in a supervisory capacity. Experience managing a public sector fleet, a fleet management information system, a telematics program, or a fleet electrification program is preferred.
License:
A valid New Jersey driver's license. Possession of, or ability to obtain, a Commercial Driver License (CDL) appropriate to the fleet is desirable.
Certifications: (Preferred)
- NAFA Certified Automotive Fleet Manager (CAFM) or Certified Automotive Fleet Specialist (CAFS).
- APWA Certified Public Fleet Professional (CPFP).
- ASE certifications, including ASE Master Technician or ASE xEV electrified vehicle credentials, or EVT certification.
Knowledge and Abilities:
- Knowledge of the methods, practices, and problems involved in the operation, maintenance, repair, dispatching, and replacement of a large and diverse fleet of motor vehicles and equipment.
- Knowledge of the maintenance and repair of heavy construction equipment, snow and ice control equipment, landscaping and grounds equipment, and related hydraulic, electrical, and drivetrain systems.
- Knowledge of the operation and maintenance of fuel pumps, fuel management systems, and fueling facilities, and the regulatory requirements applicable to fuel storage and dispensing.
- Knowledge of the operation and maintenance of electric vehicle charging stations, including Level 2 and Level 3 (DC fast) charging equipment for cars, vans, and buses, charging network management software, and applicable electrical codes and safety requirements.
- Knowledge of the maintenance requirements of transit vans and buses, including accessibility equipment and the service availability demands of a daily transit operation.
- Knowledge of the up-fitting, retrofitting, and decommissioning of police and emergency response vehicles and of the maintenance and testing of fire apparatus to applicable NFPA standards.
- Knowledge of towing and recovery methods, mobile and field repair operations, parts and inventory management practices, vehicle key control, and shop work order administration.
- Knowledge of fleet management information systems, telematics platforms, and the use of fleet data to manage cost, utilization, and performance.
- Knowledge of life-cycle costing, total cost of ownership analysis, and fleet replacement planning.
- Knowledge of electric vehicle and alternative fuel technologies, charging infrastructure planning, and the safety requirements of high-voltage vehicle systems.
- Knowledge of the motor vehicle laws of the State of New Jersey and of EPA, OSHA, and NJDEP requirements applicable to fleet and shop operations.
- Knowledge of the most efficient methods of purchasing, requisitioning, and storing automotive equipment, parts, and supplies, including public procurement under New Jersey Local Public Contracts Law.
- Knowledge of predictive maintenance analytics and the use of fleet data to anticipate failures and optimize maintenance intervals.
- Ability to establish performance metrics, analyze fleet operation and management problems, and present findings and recommendations clearly to County leadership.
- Ability to lead, motivate, and develop a skilled workforce, and to communicate effectively orally and in writing with staff, user departments, vendors, and County leadership.
- Ability to plan, assign, and review the work of supervisory, technician, and support personnel and to see that proper procedures are followed and reasonable standards of workmanship and output are observed.
- Ability to develop procedures for determining the need for repairs and for the economical disposition of parts and supplies.
- Ability to build technician recruitment, training, and succession programs.
- Ability to work harmoniously with associates, user departments, vendors, and outside agencies.
- Ability to keep alert to modern practices in public fleet management and to utilize electronic and manual recording and information systems used by the agency, office, or related units.
The anticipated starting base pay for this position is:
- $90,000 - $120,000 per year, depending on experience and qualifications
