Eagle Harbor Solutions, LLC a Koniag Government Services company, is seeking a Program Manager with a Top-Secret Clearance to Support EHS and our government customer in Washington, DC. This position is for a Future New Business Opportunity. The Program Manager will lead a dynamic team of engineers and operations analysts across six disciplinary lanes, focusing on architectural and engineering projects in addition to operational maintenance and incident management. The role calls for strong leadership, technical acumen, and excellent communication skills. Essential Functions, Responsibilities & Duties may include, but are not limited to: * The Program Manager (PM) must be able to lead and actively participate in the development of a Program Development Plan (PDP) that demonstrates its understanding of the entirety of the program requirements including the DoS deliverables including tasks, objectives, activities, and strategy in addition to maintaining a staff with the necessary experience and skills, to execute the requirements of the program. * The PM will be responsible for managing and delivering the performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. * Manage the design, development, and application of course learning materials working with staff, subject matter experts, and consultants on educational programs and resource development. * Partner with presenters and subject matter experts to develop handouts and supplemental materials around defined learning outcomes. * Manage the implementation of educational activity evaluations and other outcomes measurement requirements and assist in the collection and reporting of educational outcomes data to applicable teams. * Partner with instructional design consultants and business leaders to develop performance-based learning which furthers individual development and capability. * Initiate and facilitate communications among government and contract leadership, and team members, including meetings, briefing decks, reports, MS Teams, and SharePoint collaboration sites. * Oversee Quality Control Plan (QCP), monitor service levels, analyze gaps, and oversee corrective actions and service improvements. * Conduct interviews and provide input for staffing decisions to build a talented workforce. * Cultivate a culture of recognition and appreciation to positively impact team morale and service delivery. * Execute and track administrative actions to closure including data calls, and staff management activities. Requirements: * Must be a US Citizen * Active DoD Top-Secret Clearance * Minimum of 8 years of professional experience in IT * Proven experience managing subcontractors. * Solid understanding of core leadership theories and best practices. * Excellent facilitation skills which encourage participation and appropriately challenge staff. * Clear and effective communication and presentation skills. * Strong logistics, project management, technical, and organizational skills. * Effective analytical and critical thinking. * Ability to prioritize activities and co-ordinate input from internal and external partners. * Experience with infrastructure design and development. * Expertise in Microsoft Office and project management tools.
