Job description

CoreCivic is currently seeking a Health Services Administrator Surge PRN located at our corporate office in Brentwood, TN. This position is remote eligible.
SUMMARY:
The Health Service Administrator - Surge Team (HSA-Surge) - PRN manages the facility's medical program activities and directs the administrative management of the health care delivery system. The HSA-Surge - PRN regularly travels and is deployed to provide such management and direction at facilities where the HSA position is vacant or where operational and compliance needs exist. Provides overall direction and leadership based on company goals, objectives and philosophy and in compliance with all applicable policies, procedures, laws, regulations and standards. Balances administrative and clinical functions in health care delivery. Effectively uses available resources to provide adequate patient care. Supervises and directs subordinate supervisor(s) and staff.
ESSENTIAL FUNCTIONS:
The incumbent should be able to perform all of the following functions at a pace and level of performance consistent with the job performance requirements. Any additional qualifications and/or essential job functions for specific facility locations will be contained in Appendix A.
1. Analyzes health care and fiscal data and advises facility leadership on trends and indicators. Recommends changes to management or health care delivery procedures.
2. Maintains a positive working relationship with facility staff, nursing staff, contract providers and outside provider agencies. Maintains positive relations with outside groups such as hospitals, accrediting agencies and public health officials and organizations.
3. Directs the clinical services, administrative services, pharmacy and medical support services for the facility. Utilizes established company, facility and correctional policies and procedures in making decisions, but uses sound independent judgment in meeting the responsibilities and performing the duties of the position.
4. Oversees the development and implementation of both long and short term policies and plans for the health care delivery system, giving special consideration to the integration of internal administrative and clinical policies, to the standards and requirements of various regulatory and accrediting bodies, contract requirements and to the impact of internal policies on outside entities such as other area hospitals and the community at large.
5. Supervises subordinate staff in the performance of their duties and evaluates as prescribed by company policy. This includes, but is not limited to, training new employees, providing in-service training, mentoring, motivating staff, evaluating performance and preparing written performance appraisals, listening to concerns and effectively resolving disputes or issues, taking corrective or disciplinary action, developing work schedules, and approving leave requests. Ensures staff have required licensure, certifications and insurance as needed.
6. Coordinates and monitors the provision of all required contractual services. In response to audit findings, develops and implements corrective action plans (CAPs) which address underlying root causes and ensure compliant health care delivery processes are in place. Defines and develops contract requirements and determines reasonableness of rates obtained for contracted health services.
7. Prepares and maintains a variety of standard narrative, statistical, summary and/or operational records, reports and logs; properly processes all reports and documents in a timely manner.
8. Monitors inmate/resident inpatient hospitalizations and facilitates early release whenever clinically appropriate. Closely monitors all potential catastrophic illnesses.
9. Exercises fiscal management responsibility by preparing the overall health care budget based on past expenditures and changing program priorities, in monitoring expenditures, and in recommending reallocation of funds based on shifting program needs. Advises program managers, finance staff and leadership of projected shortages and program adjustments needed and priorities for medical equipment purchases.
10. Develops and coordinates internal review systems to ensure clinical and administrative activities are in compliance with relevant standards, the pharmacy complies with formulary and controlled substance requirements, medical files contain appropriate documentation and are properly and securely stored, and medical services are appropriately used and not duplicated. Initiates and maintains systematic quality assurance and quality improvement processes. Facilitates, where applicable, NCCHC/ACA accreditation of the medical program by providing the required level of organizational efficiency and approved, appropriate medical services.
11. Conducts meetings of subordinate staff, attends scheduled staff meetings, promotes communications and the proper flow of relevant information between administration, staff and inmates/residents; assists in maintaining communications and consistency of operation between shifts in the medical unit.
12. Monitors safety practices of both patients and staff and the preparation and dissemination of safety and accident reports as required by policy; takes appropriate action in cases of serious and unusual incidents and emergencies.
13. Reads, analyzes, comprehends and interprets technical and medical procedures, governmental regulations, legal and non-legal documents, including the processing of such documents as medical instructions, commitment orders, summons and other legal writs.
14. Reviews, processes and responds (via corporate counsel) to lawsuits; attends court hearings, when necessary; conducts research of charts; reviews status of inmates/residents with serious health problems for completion of all necessary intervention and treatment.
15. Frequent domestic U. S. travel is required.
QUALIFICATIONS:
  • Graduate from an accredited college or university with a degree in nursing or in a healthcare/business related field is required.
  • Current RN licensure in the state of employment is preferred.
  • Advanced degree in nursing or related healthcare field is preferred.
  • Three years of relevant management experience in a healthcare environment required.
  • Must demonstrate a knowledge of correctional custody methods and techniques, pertinent facility rules, regulations and standards, principles and practices of supervision and training, and principles and practices of management; and the ability to apply the specialized principles and practices of health care management in directing a health care delivery system.
