Job description

Position Overview

The Program Manager is responsible for leading all phases of TCOMโ€™s Lighter-Than-Air (LTA) product and service programs, from contract award through program closeout. This role has full accountability for program execution, performance, and customer satisfaction, ensuring delivery of high-quality products and services that meet contractual, technical, cost, schedule, quality, and safety requirements.

The Program Manager serves as the primary customer interface, directs cross-functional company resources, and ensures all contractual obligations are met. On select programs, the Program Manager may serve in a deputy capacity as directed by TCOMโ€™s Vice President of Program Management. This position is primarily office-based with occasional ad hoc remote work.

Key Responsibilities

  • Lead and manage assigned programs from inception through closeout, ensuring performance requirements are met on schedule and within approved cost targets.
  • Oversee all aspects of program execution, including proposal development, contract negotiations, planning, scheduling, risk management, budgeting, cost monitoring, technical performance, quality, safety, and delivery of contractual products, services, and data.
  • Develop, maintain, and control all required program documentation, including:
    • Program budgets and spend plans
    • Statements of Work (SOW)
    • Technical specifications
    • Work Breakdown Structures (WBS) and dictionaries
    • Organizational Breakdown Structures (OBS)
    • Program schedules and work authorization documents
  • Establish program milestones, monitor performance against master plans and schedules, identify risks, and lead the development and execution of mitigation strategies.
  • Manage programs through a matrix organization, leveraging functional teams across TCOM to execute program objectives.
  • Act as the primary point of contact for customers and major vendors, including obtaining customer acceptance of deliverables.
  • Utilize Earned Value Management Systems (EVMS) to track and manage labor, material, travel, and other direct program costs.
  • Support business growth by developing follow-on opportunities with existing customers and supporting Business Development efforts on new initiatives, including proposal preparation and coordination.
  • For applicable programs, oversee and support OCONUS activities performed by TCOM and partner organizations, including maintaining regular communication with international counterparts and traveling OCONUS as required.
  • Perform additional duties and responsibilities as assigned.

Education & Certifications

  • Bachelorโ€™s degree in a technical, business, contracts, or economics discipline required
  • Advanced degree and/or PMP certification preferred

Experience & Qualifications

  • Minimum of 10 years of program management experience managing defense industry programs valued between $5M and $25M annually
  • Experience with both commercial and U.S. government contracts
  • Ability to obtain a U.S. Department of Defense security clearance
  • Willingness and ability to travel domestically and internationally
  • Strong verbal and written communication, analytical, and organizational skills
  • Proven ability to manage multiple priorities and deadlines in a high-pressure environment

Compensation

In compliance with state and local laws, theย annualย salary range for this role isย $140,325 toย $190,000. The range provided is a general guideline and good faith estimate representative of all experience levels but is not a guarantee of compensation or salary. TCOM considers several factors when extending an offer including, but not limited to, the scope and responsibilities of the position, a candidateโ€™s experience, education/training, key skills, internal equity, and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
