Job description

This position is located in the Administration for Children and Families (ACF), Office of Head Start (OHS). Head Start is a national HHS program that promotes school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social, and other services to enrolled children and families.

The Project Manager is responsible for providing the required leadership and guidance, overall program management vision, and senior executive consultation in support of day to day operations. The Project Manager identifies project goals and objectives and directs, manages, and controls project work and deliverables. The Project Manager is also responsible for guiding all aspects of project execution.

This is an onsite position in Washington, D.C.

DUTIES AND RESPONSIBILITIES

  • Interfaces with the COR for performance of work specified in the SOW.
  • Coordinates all deliverables and reports to the COR.
  • Serves as a subject matter expert in developing and proposing improved business practices and internal controls.
  • Develops project scopes and objectives.
  • Performs day-to-day management of contract support operations, possibly involving multiple tasks and employees and/or subcontractors at multiple locations.
  • Provides guidance to the project team in performance of the work, risk management and mitigation and reviews the quality of all work products.
  • Works closely with Executive team to drive improvements related to cost saving initiatives and work process efficiencies.
  • Manages assigned projects within scope and budget.
  • Responsible for all aspects of project performance (i.e., technical, contractual, administrative, financial, etc.).
  • Organizes and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks.
  • Ensures resource availability and allocation.
  • Uses appropriate verification techniques to manage changes in project scope, schedule, and costs.
  • Manages all relationships with the client and stakeholders.
  • Prepares reports, analyzes data and identifies solutions pertaining to project at hand.
  • Contributes to team by accomplishing related tasks as needed.
  • Creates and manages projects timeliness and budgets.
  • Collaborates with team members and customers onsteadybasis.
  • Responsible for the overall performance of the task order such as formulating work standards, assigning contractor schedules and resources, reviewing performance, cost, and budget information
  • Supervises contractor personnel
  • Communicates policies, purposes, and goals of the organization to subordinates
  • Ensures desired results by determining and implementing objectives, and allocating appropriate resources and interfaces with client sponsor on all aspects of the program.

QUALIFICATIONS

Education

BA/BS in Business Management or a similar field with 8-10 years of direct experience in project management or consulting for federal clients OR a Master’s with 5-7 years of direct experience in project management or consulting for federal clients.

Additional Requirements

  • Previous government agency experience highly desired.
  • MUST have a clearance or be able to obtain a clearance.
  • Minimum 5 years of experience as a Project Manager.
  • PMP certification highly desired.
  • Mastery of oral and written communication skills to serve as an expert advisor to top government officials concerning major project management activities, policies, and procedures, to interpret and explain highly complex and technical information to a wide range of stakeholders, and to prepare and present briefing material to high level officials.
  • Knowledge of advanced real property asset management concepts, practices and methodologies to direct major projects from the preliminary planning stage through completion of the project.
  • Proven business management expertise related to budgeting, planning scheduling, cost analysis, tracking, controlling, reporting, forecasting, estimating, negotiating, risk management and resource coordination.
  • Knowledge of the Federal Management Regulation (FMR), the Federal Acquisition Regulation (FAR), and the General Service Acquisition Manual (GSAM).
  • Proven experience participating in projects as a project coordinator or project management assistant.
  • Excellent client-facing and internal communication skills.
  • Proficiency in Microsoft Office suite applications including Access and Share Point.
  • Strong problem-solving and analytical skills.
  • Ability to multi-task and provide analytic support on multiple major projects across varied content areas without difficulty.
  • Ability to work under and meet tight deadlines and deliverables.
  • Ability to manage multiple tasks simultaneously.
  • Experience in Head Start Highly Desired
  • Strategic business development experience a plus
