Complete description:

As a senior business analyst, assures the following are fully complete and of high quality for multiple small and moderate sized systems and/or a single large and complex system. This position has responsibility for systems analysis which includes assuring that business problems are fully understood, capturing detail requirements and business rules, analyzing alternative solutions, solving problems, and making recommendations. This position also performs design which includes developing prototypes and detail system design documentation, developing supporting business processes, designing integration and conversion processes,and providing design consultation during data modeling and code construction. This position may assist with the execution of test scripts. This position serves as a liaison between the DMV clients and the SADLS - IT, plans and facilitates user group meetings, and prepares user communications. This position also assesses standards and procedures, and makes recommendations for improvements.
Role responsibilities:
Fully understands, exhibits and maintains a high level of technical skill or knowledge in the area of application analysis, application design and system integration.
Highly skilled in enterprise systems and very familiar with best business practices related to systems.
Knowledgeable of security protocols for systems utilized
Knowledgeable of the current architecture of systems and information to troubleshoot problems.
Understands the business functions and system needs of assigned areas to develop working specifications for software application solutions.
Able to manage timelines, financial resources, and the activities of self and others to achieve success and to monitor project progress and provide updates to managers.
Possesses substantial, proven experience in the entire systems development life cycle processes including workflow analysis, workflow diagrams, requirements solicitation, documentation, and quality assurance.
Able to plan and lead joint review and design sessions.
Able to assess complex user needs through discussion with customer, conveying technical information to client and promoting an understanding of relevant issues.
Possesses strong communication skills, both oral and written, to interact with other areas within NCDOT.
Able to understand complex business functions and system needs, and develop requirements documents, use cases, and other documentation to support development or modification of complex software application solutions.
Possesses extensive knowledge to serve as a technical resource in solving problems of high complexity.
Ability to plan and manage the integration and implementation of new technology, solving highly technical and complex problems while guiding and providing the direction for projects through completion.
