Safe, well-maintained buildings and neighborhoods don't happen by accident. As the Commercial Code Compliance Supervisor, you'll lead a team of up to seven full-time employees responsible for a high-volume, highly visible portfolio of code compliance work across Greensboro.

With approximately 1,000 active cases each month, you'll help ensure that concerns are investigated thoroughly, enforcement actions are consistent, and cases move toward meaningful resolution. About the Role The Commercial Code Compliance Supervisor provides operational and technical leadership for the City's code compliance enforcement activities.

Under the direction of the Code Compliance Division Manager, you'll plan, prioritize, assign, supervise, and review the work of certified inspectors. You'll help establish effective enforcement strategies, allocate resources, monitor performance, and ensure staff have the guidance and support necessary to address complex cases. The work encompasses a broad range of City ordinances and regulatory requirements, including nuisances, building codes, health and safety, blight, graffiti, land use, parking, and the International Property Maintenance Code (IPMC) for residential and non-residential properties.

You'll also play an important role in ensuring that enforcement is consistent, well-documented, and focused on achieving compliance while providing professional and respectful service to the community. What You'll Do Lead day-to-day code compliance operations Plan, prioritize, assign, supervise, and review code compliance activities. Direct the work of up to seven full-time employees across assigned enforcement areas.

Establish work schedules, methods, and priorities for effective code compliance operations. Assess staffing, equipment, and other resource needs and coordinate resource allocation with the Division Manager. Monitor work progress and ensure activities align with City policies, procedures, and operational goals.

Patrol assigned areas to oversee field operations, identify problem areas, and determine appropriate approaches to recurring or emerging violations. Provide technical and enforcement leadership Provide technical guidance and supervisory review for complex inspections, reports, correction notices, case files, enforcement actions, and code interpretations. Direct enforcement of the North Carolina State Building Code, Administrative Code, Accessibility Code, Fire Code, Energy Conservation Code, and applicable City ordinances.

Assist certified inspectors in interpreting and applying applicable codes and regulations. Review enforcement strategies and help ensure consistent application of requirements. Respond to complex citizen complaints and reports from other agencies concerning alleged violations.

Investigate and resolve community concerns Oversee investigations involving alleged violations of City ordinances and the International Property Maintenance Code. Interview complainants and witnesses and review relevant information. Conduct or participate in field investigations as needed.

Evaluate findings and recommend appropriate resolutions. Help staff communicate compliance requirements clearly and professionally to property owners, residents, businesses, and other stakeholders. Strengthen case management and documentation Supervise the development and maintenance of detailed case files for investigations, inspections, violations, and enforcement actions.

Ensure accurate documentation, photographs, diagrams, illustrations, reports, correspondence, and other supporting materials. Review case information for completeness, accuracy, and consistency. Ensure staff are prepared to present cases before the Minimum Housing Standards Commission (MHSC).

Monitor residential and non-residential cases to ensure presentations comply with Department and Division policies. Use data to improve operations Establish internal controls and performance measures for the operational unit. Track and analyze complaint response times, compliance timelines, inspector workloads, and time spent in field and office activities.

Use operational data to identify trends, resource needs, bottlenecks, and opportunities for greater efficiency. Monitor service delivery and implement process improvements. Develop proactive strategies for blight-prone areas and locations with recurring code violations.

Address vacant and problem properties Direct staff efforts to locate vacant residences and businesses. Coordinate appropriate measures to secure and post properties when necessary. Oversee regular inspections of vacant structures for transient activity, graffiti, vandalism, and other concerns.

Maintain accurate operational records and prepare related reports. Support proactive approaches to preventing recurring violations and improving neighborhood conditions. Lead and develop employees Supervise, motivate, coach, and evaluate assigned staff.

Establish clear expectations and provide ongoing feedback and technical support. Help employees navigate complex inspections, cases, and enforcement decisions. Foster a culture of accountability, professionalism, collaboration, and continuous improvement.

Promote safe and effective field practices. Collaborate across the community and City Work effectively with residents, businesses, property owners, City departments, elected officials, external agencies, and other stakeholders. Build productive relationships while addressing sensitive or complex compliance issues.

Communicate technical and regulatory information in ways that are clear and accessible to diverse audiences. Represent the Code Compliance Division professionally in meetings, presentations, and community interactions. Qualifications Minimum Qualifications Associate degree from an accredited college or university.

7-9 years of directly related code compliance, inspection, or enforcement experience. Equivalency: High school diploma/GED and 9 plus years of directly related code compliance, inspection, or enforcement experience. 2 years of lead-worker or supervisory experience.

North Carolina Law and Administration Certification. International Property Maintenance Code (IPMC) Certification. North Carolina International Code Enforcement Official Certification.

Proficiency with Microsoft Office Suite and database software. Strong public speaking, written, and verbal communication skills. Ability to work effectively with internal and external stakeholders.

Valid driver's license. Preferred Qualifications: North Carolina Building Inspector Level I Certification. North Carolina Building Inspector Level II Certification.
