Position Summary: HII: Mission Technologies is seeking a highly skilled Econometrician to support our work with the Defnese Logistics Agency for Legacy Model Modernization & Critical Materials Prioritization. We are seeking an Econometrician with deep expertise in econometric modeling, linear programming, and legacy code modernization. This individual will lead DLA‑SM’s analytical efforts to develop government‑wide priorities for critical material risk mitigation while also modernizing a Fortran‑based econometric model currently maintained on a mainframe at IDA (Institute for Denfense Analyses.) The ideal candidate combines strong quantitative skills, legacy‑to‑modern code translation experience, and the ability to communicate complex modeling concepts to senior leaders.

What you will do: Main Responsibilities Model Modernization & Technical Analysis Legacy Model Deep Dive: Conduct an in‑depth review of an existing Fortran‑based econometric model (Fortran 77, Fortran 90+, or similar) to understand its structure, logic, and computational methods.

Assess whether the model’s calculations are correct, statistically sound, and aligned with DLA and Department of Defense priorities. Translate the Fortran model into a modern language such as R or Python, ensuring functional equivalence and improved maintainability. Work primarily on‑site at IDA to access and interact with the mainframe environment where the model currently runs.

Produce clear, comprehensive documentation of both the legacy system and the modernized version. Critical Materials Prioritization & Econometric Leadership Lead Econometric Modeling for DLA‑SM’s efforts to develop government‑wide priorities for critical material risk mitigation. Serve as the authoritative source for inputs, assumptions, and methodological decisions used in econometric modeling aimed at prioritizing critical material risk.

Ensure data readiness by confirming that all datasets used in econometric and linear programming models are formatted and structured for mathematical modeling. Support IDA by aiding in data sourcing, cleaning, and formatting to ensure consistency and usability. Conduct deep dives into existing mathematical components, model assumptions, and statistical methods to ensure accuracy, coherence, and alignment with DLA and DOW priorities.

Provide expert communication. Deliver clear oral and written explanations of econometric modeling approaches, assumptions, and outputs to senior leaders, technical peers, and as part of the Biennial Requirements Report. Offer subject matter expertise for a limited portfolio of critical materials as needed.

What we are looking for: Minimum Qualifications 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in realted field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience. Avanced training in econometrics, applied statistics, operations research, or a related quantitative field. Proficiency in Fortran (any major variant) and strong programming skills in R or Python.

Demonstrated experience analyzing, validating, and modernizing complex econometric or mathematical models. Familiarity with linear programming, optimization, or risk‑based prioritization frameworks. Ability to work primarily on‑site at IDA to access mainframe systems.

Active Secret clearance Preferred Requirements Experience with mainframe computing environments. Background in critical materials, supply chain risk, or defense logistics. Experience supporting federal agencies or federally funded research centers.

Strong communication skills with the ability to translate technical modeling into decision‑ready insights. Physical Requirements May require working in an office.
