E470 serves its customers as well as provides back-office tolling services for all other toll facilities in the State of Colorado. E470 strives to provide top-notch customer service, improve safety, and save time for our drivers while being Colorado's one-stop shop for tolling services.
Description
This Roadway Maintenance Manager is responsible for managing Authority infrastructure assets to provide a high-quality roadway and driving experience for our customers. This includes evaluation and inspection, as well as planning, coordinating, developing, and overseeing work performed by contractors and design consultants for the Authority's roadway, trail, and bridges.
Responsibilities
  • Administers asset management plan, including inspection, documentation and reporting.
  • Assists with project development, bid and procurement of maintenance contractors.
  • Inspects contractor work for quality and compliance with project specifications and standards; serves as the Authority's field representative on maintenance related projects; gives direction and negotiates with contractors.
  • Coordinates with adjoining agencies for operation and maintenance of infrastructure.
  • Conducts research and analysis; develops scopes of work and project bid documents that meet budgets; prepares cost estimates and schedules for projects; reviews and recommends payment of consultant and contractor monthly invoices; administers contracts; prepares budget reports.
  • Responds to customer complaints regarding maintenance and construction related issues.
  • Assist with preparation of annual budget.
  • Coordinates and oversees routine maintenance activities by contractors such as erosion repairs and revegetation, street lights, pavement markings, sign replacement, guardrail repairs, culvert cleaning, snow removal.
  • Ability to work occasional weekends and/or nights as needed to supervise routine or emergency maintenance related activities.

Typical Qualifications
  • 10+ years of experience in public infrastructure construction and /or maintenance management.
  • Knowledge of basic principles related to construction and maintenance of highway infrastructure, including MS4 stormwater permitting.
  • Ability to learn and apply engineering principles related to public works construction and maintenance projects including highway design and construction standards.
  • Ability to complete basic computations to prepare bid quantities and verify quantities of completed work.
  • Successful applicant will have excellent management, communication and interpersonal skills and be an energetic team player.
  • Ability to communicate effectively orally and in writing.
  • Ability to work with minimal supervision and have excellent, problem-solving skills. Must be flexible and able to handle a variety of tasks.
  • Excellent computer skills required including Microsoft Office and working knowledge of GIS applications.
