Development Project Manager

Location: Redwood City, CA (Northern California)
Employment Type: Full-Time

About the Opportunity

A rapidly growing residential housing developer is seeking an experienced Development Project Manager to oversee the full lifecycle of single-family residential development projects throughout Northern California. This role will manage projects from land acquisition and entitlements through construction and final project closeout, with responsibility for project budgets, schedules, and overall execution.

The ideal candidate will have a strong background in residential real estate development, entitlement management, permitting, and project delivery within California.

Key Responsibilities
  • Partner with acquisitions teams to evaluate development opportunities and provide execution input during underwriting.
  • Navigate zoning, permitting, and entitlement processes across various municipalities.
  • Serve as the primary point of contact with city officials, utility providers, consultants, and community stakeholders.
  • Manage project schedules, budgets, risks, and key milestones to ensure successful delivery.
  • Support contract negotiations, consultant agreements, and RFP processes.
  • Coordinate and manage third-party consultants, including architects, engineers, surveyors, and planning professionals.
  • Oversee entitlement approvals, design development, permitting, and preconstruction activities.
  • Manage project documentation including RFIs, change orders, purchase orders, submittals, and pay applications.
  • Coordinate closely with construction teams to address critical path items, scheduling, and project challenges.
  • Lead preconstruction efforts, including cost reviews, constructability assessments, and schedule planning.
  • Maintain ownership of project financial performance, operating budgets, and overall project profitability.
  • Present project updates, schedules, budgets, and performance metrics to leadership on a regular basis.
Required Qualifications
  • 5–8+ years of experience in residential real estate development, homebuilding, planning, engineering, or related fields.
  • Strong knowledge of California entitlement, zoning, and permitting processes.
  • Experience managing residential development projects from acquisition through construction.
  • Proven project management experience with multiple projects and consultants.
  • Ability to read, review, and QA/QC architectural and engineering plans.
  • Knowledge of development underwriting, project budgets, and pro forma analysis.
  • Strong understanding of Northern California zoning regulations, permitting requirements, and building codes.
  • Excellent communication, organizational, and stakeholder management skills.
Preferred Qualifications
  • Background in architecture, planning, engineering, construction management, or a related discipline.
  • Experience working for a homebuilder, residential developer, or vertically integrated construction organization.
  • Familiarity with modular or prefabricated construction methods.
  • Experience managing discretionary entitlements, tentative maps, and final maps within California.
  • MBA, MSRE, MRED, or related advanced degree preferred.
